
More than one-third of households have received compensation.
The project to invest in and build technical infrastructure in the old Van My and 311 Da Nang apartment complex area is a key project of Hai Phong city, implemented in Ngo Quyen ward. The project has a total investment of over 583 billion VND, covering an area of nearly 10 hectares, and will be implemented in the period 2023-2027.
With the project's implementation, thousands of households living in the old Van My and 311 Da Nang apartment buildings will be relocated to new, safe housing. Replacing 16 dilapidated old apartment blocks, the area will be developed with complete infrastructure for a resettlement zone covering approximately 4.5 hectares. This includes allocating 267 land plots for on-site resettlement and resettlement needs for other projects; the cleared land will be auctioned off to increase budget revenue; and 1.2 hectares will be used for the construction of public facilities, green spaces, and integrated lighting systems.
The project's implementation will contribute to upgrading the technical and social infrastructure of the area, meeting the goals of urban beautification and socio-economic development of the city.
Currently, Ngo Quyen ward is focusing heavily on land clearance for the project's construction, with a very large volume of work involved, relocating 2,038 households and 10 organizations. This includes 1,522 households living in 16 old apartment blocks (5 old apartment blocks in Alley 311, Da Nang and 11 old apartment blocks in the Van My area), 415 households encroaching on the land between the apartment blocks, and 101 households with individual land plots.
According to Nguyen Hoang Hung, Head of the Economic, Infrastructure and Urban Planning Department of Ngo Quyen Ward, through propaganda and mobilization efforts, by May 2026, one organization and 858 households had agreed to accept compensation and support payments and signed commitments to hand over the land for the project. Currently, there are still 9 organizations and 1,180 households that have not received compensation or handed over the land. Of these, 287/1,180 households and 3 organizations have had their compensation and support plans approved; the remaining 893 households and 6 organizations have not yet had their plans approved.

With nearly 10 hectares of land to be acquired, the number of households and organizations requiring relocation shows that the Investment Project for the Construction of Technical Infrastructure in the Van My and 311 Da Nang Old Apartment Complexes is a large-scale project with many complexities and difficulties in land clearance. This places immense pressure on Ngo Quyen Ward, despite the locality's extensive experience and success in land clearance for large, key projects of the city.
According to the Ngo Quyen Area Project Management Board, the land clearance process for the project is currently facing two main obstacles. These are difficulties in persuading households occupying land within the apartment buildings to agree to relocate and hand over the land, and the issue of resettlement for residents of the old apartment buildings.
According to the 2024 Land Law, when land is reclaimed for a project, land and structures belonging to households within the premises of apartment buildings will not be compensated, supported, or resettled. This has led to many households submitting petitions and refusing to relocate and hand over the land for the project.
Regarding resettlement, currently there is no available land for on-site resettlement for households whose land is within the project's acquisition area. The city's resettlement housing fund, intended for households in apartment buildings that have already received land use rights certificates and have been liquidated or allocated housing, is no longer available. These limitations pose significant difficulties for the local authorities in disseminating information, raising awareness, and mobilizing public support for land clearance for the project.
According to Nguyen Minh Phuong, Deputy General Director of Hai Phong Housing Management and Business Company Limited, all remaining public housing units in the city are currently being used to relocate residents from the 48 old Dong Quoc Binh apartment buildings. Even the apartments allocated to eligible households in Group A are all taken. The company has reported the situation to the Department of Construction and discussed the matter with the Ngo Quyen Ward People's Committee regarding the lack of vacant housing for residents relocating from the old Van My apartment building project. Therefore, resettlement for residents of this project must be planned using alternative methods and cannot rely solely on public housing.
In response to these issues, Ngo Quyen ward is researching and consulting with relevant departments based on legal regulations to propose solutions to the City People's Committee. Furthermore, the ward is actively implementing land acquisition procedures. For the 6 organizations and 893 households whose compensation and support plans have not yet been approved, the ward is continuing the inventory process for 108 households and has completed and publicly disclosed compensation and support plans for 785 households and 6 organizations.
The ward also focused on disseminating information and mobilizing households to agree to hand over the land, ensuring the progress of compensation and support payments, and disbursing 200 billion VND of public investment capital in 2026 allocated for land clearance for the project.
