According to the Vice Chairman of the People's Committee of Cao Lanh Ward, the awards contribute to motivating and encouraging couples in achieving the target of having two children, positively impacting the implementation of population control measures.
At the same time, the policy of having two children before the age of 35 should be disseminated throughout the community, aiming to improve the quality of the population and build happy, prosperous, and progressive families.
Similarly, the People's Committee of My Ngai Ward, Dong Thap Province, also decided to award commendations to 15 women who have given birth to two children before the age of 35 and are currently residing in the ward.
According to information on population and labor-employment trends for the fourth quarter and 2025, shared by the national statistics agency on January 5th, the Statistics Department ( Ministry of Finance ) stated that the average population of Vietnam in 2025 will reach 102.3 million people, an increase of approximately 1 million people, or roughly 1%, compared to 2024. Of this, the male population will be 51 million, accounting for 49.9%, and the female population will be 51.3 million, accounting for 50.1%. The urban population will be 39.5 million, accounting for 38.6%; and the rural population will be 62.9 million, accounting for 61.4%.

The General Statistics Office also stated that, due to the declining birth rate in recent years, combined with increasing life expectancy, the proportion of the young population (0-14 years old) will continue to decrease from 23.5% in 2024 to 22.8% in 2025. Conversely, the proportion of the elderly population (60 years and older) will increase from 14% to 14.5%. The working-age population (15-59 years old) remains high at approximately 62.7%, indicating that Vietnam is currently in a period of "demographic dividend."
Vietnam's total fertility rate (TFR) in 2025 is projected to be 1.93 children per woman, a slight increase compared to 2024 (1.91 children per woman). However, considering the period from 2020 to the present, the birth rate is still trending downward and is projected to continue this trend in the coming years.
Recently, on December 10, 2025, at the 10th session of the 15th National Assembly , National Assembly deputies officially passed the Law on Population. The law consists of 8 chapters and 30 articles, and will take effect from July 1, 2026.
The Population Law shifts the focus of population policy from family planning to population and development. Content related to population and development is reflected in the comprehensive approach to addressing issues of population size and structure, adapting to population aging, improving population quality, and placing these issues in the context of their reciprocal impact on the socio-economic development of the entire country and each locality...
Notably, the Law contains many new provisions compared to the Population Ordinance, including measures to maintain the replacement fertility rate. Specifically, in the case of a second child, the maternity leave period for female workers is 7 months, and for male workers is 10 working days when their wives give birth; financial support for childbirth is provided to: women from very small ethnic minority groups; women in provinces and cities with birth rates below the replacement level; and women who have two children before the age of 35. Priority is given to purchasing, renting, or leasing social housing as stipulated by the law on housing for people with two or more children.
Furthermore, the new law also adds provisions to reduce gender imbalance at birth. Specifically, the law prohibits sex selection of fetuses in any form; it prohibits announcing or disclosing the sex of the fetus, except in cases stipulated by the Minister of Health to serve the diagnosis and treatment of gender-related diseases. The law also encourages the inclusion of content that does not favor males over females and prohibits sex selection at birth in community agreements and conventions.
