The Office of the President, in coordination with the Ministry of Public Security , the Ministry of Foreign Affairs, and the Supreme People's Court, recently held a press conference to announce the President's decision on amnesty for 2026.
According to the National Assembly's Electronic Information Portal, the press conference was co-chaired by Lieutenant General Le Van Tuyen, Deputy Minister of Public Security; Mr. Can Dinh Tai, Deputy Head of the Office of the President ; Mr. Nguyen Van Tien, Deputy Chief Justice of the Supreme People's Court; and Deputy Minister of Foreign Affairs Dang Hoang Giang.

At the press conference, Mr. Can Dinh Tai announced Decision No. 751/QD-CTN dated May 26, 2026, of the President of Vietnam on the 2026 amnesty. Accordingly, amnesty will be granted to 9,950 prisoners currently serving sentences who meet the eligibility criteria for amnesty in 2026. This decision takes effect from June 1, 2026.
Speaking at the press conference, Mr. Can Dinh Tai emphasized that amnesty is an event of profound political, legal, and humanitarian significance, demonstrating the strictness of the law and the humanitarian tradition of the Vietnamese people. This policy both ensures the maintenance of legal discipline and creates opportunities for those who have truly progressed during their rehabilitation process to return to their families and communities.
According to Mr. Can Dinh Tai, experience over the years shows that the majority of those granted amnesty have quickly stabilized their lives, complied well with the law, actively engaged in production, and become useful citizens to society. This affirms the effectiveness of the work of educating and rehabilitating prisoners, as well as the humanistic value of Vietnamese law.
He stated that the 2026 amnesty process was carried out seriously, objectively, openly, transparently, and in accordance with the law. All dossiers were rigorously reviewed to ensure accuracy and fairness.
Based on the recommendation of the Clemency Advisory Council, on May 26, 2026, General Secretary and President To Lam signed a decision granting clemency to 9,950 prisoners who met the legal requirements.
The Deputy Head of the Office of the President also requested that all levels, sectors, local authorities, the business community, social organizations, and the people continue to pay attention to and support those granted amnesty in reintegrating into the community, stabilizing their lives, and preventing recidivism.
At the press conference, Lieutenant General Le Van Tuyen answered questions from the press regarding the amnesty review process and community reintegration efforts. The Deputy Minister of Public Security affirmed that the implementation of the President's amnesty decision was carried out openly, transparently, objectively, and accurately. All cases recommended for amnesty were reviewed and unanimously agreed upon by members of the Amnesty Advisory Council before being submitted to the President for a decision.
Regarding community reintegration efforts, Lieutenant General Le Van Tuyen stated that ministries, departments, localities, and grassroots police forces have implemented numerous solutions to support those who have completed their prison sentences in accessing capital for production and business, vocational training, and job searching, thereby contributing to stabilizing their lives and preventing recidivism.
