Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is considered by many experts, scientists and businesses as an important milestone, helping to "untie" institutions, opening up creative space for scientists, opportunities and strategic directions for the country's construction and development process.
Affirming the key role of scientists
Assessing Resolution 57, Associate Professor, Dr. Pham Thi Thanh Nga, Institute of Meteorology, Hydrology and Climate Change (Ministry of Agriculture and Environment), said that science, technology, innovation and digital transformation have been playing an important role in improving the ability to grasp, forecast and respond to internal and external challenges.
Resolution 57-NQ/TW of the Politburo affirms the key role of scientists in the process of developing science, technology and national innovation. This is a great motivation for scientists to continue to explore and discover the secrets of heaven and earth, as stated by Minister of Science and Technology Nguyen Manh Hung: "Scientific research is to obtain the secrets of heaven, is the activity of finding and discovering, and developing new technology is the creative space of humans."
This observation is particularly important for Associate Professor, Dr. Pham Thi Thanh Nga's research field, Earth Science. According to Associate Professor, Dr. Pham Thi Thanh Nga, Climate Change is really happening with temperature records being continuously broken (the average global temperature by the end of April 2025 had increased by 1.58 degrees Celsius compared to pre-industrial levels, exceeding the 1.5 degrees Celsius threshold under the Paris Agreement) and the severe increase in extreme weather phenomena. These are the consequences of human activities and the over-exploitation of resources, leading to an imbalance in the climate system. Increasing the understanding of these secrets will help reduce the risk of natural disasters, protect people's lives and property, ensure effective production and resource exploitation activities, and serve sustainable socio-economic development.
According to Associate Professor, Dr. Pham Thi Thanh Nga, Resolution 57 emphasized increasing investment and improving infrastructure for science, technology, innovation and national digital transformation. This is the foundation to create space for scientists to research and develop technology.

Resolution 57 also helps to “untie” institutions, encourage innovation to help scientists have a more favorable legal environment in implementing in-depth research projects, applying and transferring technology, especially daring to take risks to innovate. Thus, scientists can promote the spirit of “dare to think, dare to do,” propose new ideas; only then can science go ahead and lead the development of production.
Resolution 57 on strengthening international cooperation and integration opens up opportunities for scientists to cooperate with international organizations, participate in joint research projects, improve professional qualifications and expand global cooperation networks.
"We can bring advanced solutions to solve Vietnam's challenges, and at the same time bring Vietnam's problems to solve with world scientists," Associate Professor, Dr. Pham Thi Thanh Nga commented.
According to Associate Professor, Dr. Pham Thi Thanh Nga, the proportion of women participating in scientific research is currently about 45%. More and more female scientists are participating in key fields such as medicine, biotechnology, environment, computer science and have won national and international awards.
Resolution 57 is also a great opportunity for female scientists to promote their potential strengths, increase their perseverance, thereby building large research projects, domestic and international cooperation, public-private partnership and technology transfer. This will contribute to promoting gender equality and developing science and technology for the country's sustainable development goals.
Enterprises are at the heart of the innovation ecosystem
With Resolution 57, the Ministry of Science and Technology identifies enterprises as the center of the national innovation ecosystem. Minister Nguyen Manh Hung affirmed: "Taking enterprises as the center, taking private enterprises as the pillar in developing science, technology, innovation and national digital transformation."
As one of the science and technology enterprises welcoming the "new wind" from Resolution 57, Ms. Nguyen Thi Mai Huong, Operations Director of Hachi High-Tech Joint Stock Company, assessed that Resolution 57 is not only a guideline for developing ecological agriculture and civilized farmers, but also a call for all of us to act together, especially in the context of Climate Change, aging rural labor and global competitive pressure.
According to Ms. Nguyen Thi Mai Huong, in that journey, farmers cannot stand alone; they need access to technology, to the market, to knowledge and especially to smart agricultural models that are cost-effective and easy to access.
As an agricultural technology startup incubated from the Climate Change Innovation Center Project funded by the World Bank from the Australian Government and the UK Department for International Development (DFID), under the management of the Ministry of Science and Technology, Hachi Company has deployed more than 250 smart greenhouse models from the plains to the highlands, from urban areas to the border. In particular, low-cost greenhouse models combined with climate control platforms via smartphones help farmers in Son La, Hoa Binh, Tuyen Quang to grow melons, medicinal herbs, and clean vegetables all year round, regardless of the weather. From traditional farmers, they become "digital farm operators" with just one touch.

Hachi has supported 16 households in Son La, many of whom are women and ethnic minorities, to build 2.2 hectares of smart greenhouses with funding from the Food and Agriculture Organization of the United Nations (FAO), opening a new agricultural transformation model for the northern midland and mountainous region. Or like households in the Central Highlands, thanks to a closed hydroponic system and AI data analysis, they have increased productivity by 30% and saved 40% of water usage.
By applying 90% automation, integrating IoT, AI, nutritional sensors and light, Hachi has brought advanced agricultural technologies from Israel, Korea, and Japan to Vietnam. Not stopping there, Hachi is developing smart indoor farm models, high-tech ginseng farms and export-standard farm chains towards a high-value, green, clean and sustainable agriculture./.
