Breakthroughs in Party building, promoting the development of the Capital City.

These are crucial factors contributing to the successful completion of political tasks and the building of a "Cultural, Civilized, and Modern" capital city.

Always build and maintain unity and solidarity within the Party.

As the "national political and administrative center," the Hanoi Party Committee currently has the largest number of Party organizations and members in the country, with 50 subordinate Party committees at the grassroots level and over 480,000 Party members (accounting for more than 9% of the total number of Party members nationwide). Throughout all periods, Hanoi has always prioritized and effectively implemented the work of building and rectifying a clean and strong Party and political system, considering this a decisive factor in successfully carrying out the city's regular and extraordinary political tasks.

In particular, during three terms (15th, 16th, and 17th), the Hanoi City Party Committee issued Program 01-CTr/TU on Party building work. This program is the backbone and prerequisite for implementing other programs and is considered a particularly important basis and orientation for the rapid, sustainable, and comprehensive development of Hanoi in all fields.

Another notable achievement is Hanoi's leading role nationwide in issuing specialized resolutions and projects on Party building and personnel work, such as Resolution No. 09-NQ/TU, dated February 27, 2012, of the Standing Committee of the Hanoi Party Committee, 15th term, on "Strengthening Party building and people's organizations in non-state enterprises in Hanoi, from now until 2020" and Conclusion No. 67-KL/TU, dated July 10, 2020 (16th term) on continuing to implement Resolution No. 09-NQ/TU for the period 2020-2025.

After more than 12 years of implementation, the entire city has developed nearly 1,700 new Party organizations; and recruited nearly 11,000 new Party members (including nearly 50 private business owners)... Notably, 30 out of 30 Party committees for the business sector under the district and town Party committees have been established, creating a foundation for the Resolution to increasingly be put into practice, accompanying businesses and promoting production and business activities.

Focusing on addressing shortcomings and weaknesses, the Standing Committee of the 16th Hanoi City Party Committee issued Resolution No. 15-NQ/TU dated July 4, 2017, on "Building clean and strong grassroots Party organizations, consolidating weak grassroots Party organizations; resolving complex issues of political security and social order in communes, wards, and towns in Hanoi City" and Directive No. 15-CT/TU dated December 16, 2016, of the Hanoi City Party Committee on "Strengthening the leadership of Party committees at all levels over the work of receiving citizens and resolving complaints and denunciations in Hanoi City," which are currently being implemented comprehensively, consistently, and effectively by all levels and sectors.

A series of weak grassroots Party organizations have been strengthened and improved in quality, enhancing their leadership and guidance in carrying out political tasks at the local level. Simultaneously, by assigning specific responsibilities to leaders and focusing on citizen engagement, the occurrence of appeals to higher levels has been limited, and, most importantly, hotspots of security and public order issues have been prevented.

The Hanoi City Party Committee also pays special attention to reforming leadership methods through organizational and personnel work; selecting this as one of the key areas with breakthrough potential in each term. The leadership methods of the Hanoi City Party Committee through personnel work have undergone many innovations towards a more scientific , transparent, democratic, and practical approach; these have been institutionalized and concretized into resolutions, regulations, and rules of the City Party Committee.

Specifically, at the very beginning of the 17th term, the Hanoi City Party Committee issued Resolution No. 04-NQ/TU, dated May 31, 2021, on "Focusing on building and improving the quality of cadres at all levels for the 2020-2025 term and beyond." This is the first thematic resolution of the City Party Committee on cadre work, with strong solutions creating a breakthrough in cadre work to comprehensively improve the quality of the cadre team, meeting the new development requirements of the Capital. At the same time, it issued many regulations on cadre planning and rotation... These are truly important documents, serving as a basis for better implementation of cadre organization work and Party building and rectification.

Promoting a spirit of innovation and creativity.

The development of the capital city continuously presents new challenges, including major, new, difficult, and complex issues. This places even greater demands and responsibilities on the leadership and guidance of the Hanoi City Party Committee. Notably, the City Party Committee particularly emphasizes the pioneering and exemplary role of leaders at all levels, linking the responsibility of members of the Standing Committee of the City Party Committee to the results of the tasks performed in the units, areas, and fields under their charge.

This was demonstrated when, on August 7, 2023, the Standing Committee of the Hanoi City Party Committee issued Directive No. 24-CT/TU on "Strengthening discipline, order, and responsibility in handling work within the political system of Hanoi City," clearly identifying 25 manifestations of shirking, avoiding responsibility, and fearing accountability. This created a synergy that further strengthened the innovation of leadership methods, and also represented a new spirit of daring to think and act throughout the entire political system from the city level down to the grassroots...

The Hanoi Party Committee also selected difficult and long-standing issues to focus its leadership and guidance on resolving, aiming to unlock resources for the capital's development and create positive changes in the political system from the city level down to the grassroots. Specifically, this includes addressing difficulties and bottlenecks, implementing measures to handle delayed projects; renovating old apartment buildings; piloting some models such as urban governance, organizing Party branch activities in villages and residential areas with a large number of Party members according to Party groups in residential areas, apartment complexes, and new urban areas; and promoting decentralization of state management and delegation of authority within the city...

The City Party Committee has also issued and implemented a resolution prioritizing investment in three areas: healthcare, education and training, and culture, with a total investment of over 49,200 billion VND in the period 2022-2025 and subsequent years. After more than a year of implementation, approximately 1,000 projects have been invested in, renovated, repaired, or newly constructed. Initial results have been positive, with pilot projects implemented synchronously, uniformly, and effectively, basically ensuring the objectives, goals, and progress set forth.

To further improve the quality of Party building and the political system, in the coming period, the Hanoi City Party Committee has determined to continue innovating the leadership methods of Party committees at all levels; reforming, reorganizing, and perfecting the organizational structure of the Party and the political system at all levels to ensure efficiency and effectiveness… At the same time, it will promote a spirit of breakthrough and creativity in all Party committees to awaken the spirit of dedication and the aspiration to contribute to building a comprehensively and sustainably developed capital city.
