The Chairman of the Provincial People's Committee assigned the People's Committee of Thang Binh district to preside over and direct the unit performing the tasks of compensation, support, and resettlement to coordinate with relevant agencies and units to organize the implementation of compensation and site clearance (GPMB) outside the scope of GPMB stakes in the railway overpass area of the National Highway 14E Renovation and Upgrading Project.
Prepare and submit to competent authorities for appraisal and approval of compensation and site clearance plans in accordance with current regulations. Based on the approved compensation and site clearance plans, the district will prepare procedures to request capital advances from the Provincial Land Development Fund to pay compensation and site clearance to households in accordance with regulations.
Quang Nam Development Investment Fund closely coordinates with the People's Committee of Thang Binh district and related units to complete all procedures for capital advance from the Land Development Fund, and advises the Provincial People's Committee to decide in accordance with legal regulations.
The People's Committee of Thang Binh district is responsible for providing complete records and related documents to the Quang Nam Development Investment Fund for synthesis and consultation to the Provincial People's Committee.
The Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with relevant agencies and units to research and advise the Provincial People's Committee to consider and support funding from the provincial budget (100% of total implementation costs) for the People's Committee of Thang Binh district to carry out compensation and site clearance work outside the scope of site clearance piles in the railway overpass area of the project according to the compensation and site clearance plan approved by competent authorities.

Previously, on April 4, 2025, the Vietnam Road Administration issued Document No. 596 in response to the proposal of the Quang Nam Provincial People's Committee. Regarding the proposal to adjust the design of the railway overpass access road with a road width of 3.5m to 5.5m with sidewalks, the investor agreed to the adjustment and approved the design adjustment. Project Management Board 4, the consulting unit is preparing the design documents, adjusted and supplemented estimates (including the estimated additional land acquisition and site clearance costs).
Regarding the proposal on funding, the Vietnam Road Administration said that after balancing, the remaining capital of the project is about 190 billion VND. It is expected that this capital will be used to implement a number of items approved by the Ministry of Construction , about 166 billion VND (including 20 billion VND to build a new Dak Mi 1 bridge; 126 billion VND to strengthen the asphalt concrete layer; 20 billion VND to carry out additional land clearance to the land clearance pile when widening the service road from 3.5m to 5.5m). Thus, the remaining 24 billion VND must be reserved for the project's additional volumes.
Therefore, the project cannot balance the budget (about 45 billion VND) for site clearance in addition to the site clearance stake as proposed by Quang Nam province. If necessary, the Vietnam Road Administration recommends that Quang Nam province find a solution to balance local capital sources to implement this content.
