Worry about slow progress in repairing the village communal house
Speaking to VietNamNet reporter, Mr. Nguyen Ngoc Thong, Deputy Manager of Giang Vo Communal House (Giang Vo Ward, Ba Dinh District, Hanoi ) said that the communal house area used to be more than 10,000 square meters, including a pond. Over time, during the urbanization process in the 1990s, people living around the communal house area leveled and encroached, and now the communal house area is about 1,700 square meters.
“Due to the lack of strict management of the communal house, in the past 15 years, many large houses have sprung up, encroaching on the communal house's area,” said Mr. Thong.
According to Mr. Thong, there are 13 houses encroaching on the land around the communal house. After many rounds of clearance, most of the households have returned to the land and handed it over to the communal house management board. Currently, there are still 5 households that have not been relocated.
In all meetings related to the relic, the communal house management board has brought this issue up for discussion but there have been no concrete results. On behalf of the communal house management board, Mr. Thong has also made many recommendations to the authorities at all levels.
Mr. Thong said that if the encroaching household refuses to move, according to the design, the communal house will be located right in the middle of these household.
Mr. Thong said that Giang Vo communal house is a national historical and cultural relic, and has been permitted by the Ministry of Culture, Sports and Tourism to be restored with state funding, with a restoration period of more than 300 days.
"After nearly 2 months of construction, the government and people of Giang Vo ward have broken ground to dismantle the old communal house and are building a new one on the old land. At this point, we have to stop because the site has not been cleared yet," Mr. Thong shared.
Worried about not being able to keep up with the renovation progress, the communal house management board and residents of Giang Vo ward hope that Hanoi City will soon resolve the site clearance issue.
When handling over social housing, if not relocated, it will be forcibly removed.
Ms. Nguyen Thi Bach Yen (one of the household receiving compensation) said that her family will move at any time if the local government finds a new place for the family.
“The day before, we went to draw lots for social housing in Cau Giay district, but the results are still out so the family doesn't know where to go,” Ms. Yen shared.
Meanwhile, Mr. Tran Minh Son stated that the reason his family has not relocated is because they have not received enough compensation. “Our family also really wants the village communal house to be spacious, so we will return the land at any time if we receive enough compensation,” Mr. Son said.
Regarding the renovation of the communal house, Mr. Nguyen Ngoc Chien, Chairman of the People's Committee of Giang Vo Ward, said that this issue is of great concern to the district and ward authorities and the people.
"Since 2012, people living around the communal house have been compensated and bought social housing in Nam Trung Yen area (Yen Hoa ward, Cau Giay district). However, at that time, the building had not been completed, so people here did not move. Up to now, some households have moved, but 5 households have not moved yet," said Mr. Chien.
According to Mr. Chien, in March 2023, the ward sent people to draw lots for social housing for the above 5 households. However, the social housing building is still under repair, so people still cannot move in.
After the social housing is repaired and handed over to household, if the residents do not move, the ward will organize enforcement according to regulations.
"The household compensation received in 2012, so we asked Hanoi City to sell the apartments at that year's price so that the people would not suffer losses," said Mr. Chien.
The representative of Giang Vo Ward People's Committee also said that by Lunar New Year, the main communal house area will be completed.
Giang Vo Communal House was built in the 15th century, worshiping Lady Kho Ly Thi Chau Nuong - a female general of the Tran Dynasty.
The communal house was ranked as a historical relic by Hanoi city in 1983. On July 20, 1994, the communal house was recognized as a national historical and cultural relic.
Every year, the communal house often organizes traditional festivals on the occasion of the birthday (February 12th of the lunar calendar) and death anniversary (July 20th of the lunar calendar) of the Lady of the Warehouse. In addition, on December 23rd of the lunar calendar, at the communal house there is a procession of the Lady of the Warehouse's tablet and incense bowl, praying for national peace and prosperity.
