Road 390B project still has land clearance problems in Ha Bac commune

New road expectations

Route 390B passing through Ha Bac commune has a total length of 6.6 km. This is a traffic route that is determined to play a particularly important role in connecting the agricultural production area of Ha Bac commune with other communes. When completed, the route will contribute significantly to the development of services and trade in the locality.

Realizing the importance of that, right after implementing the two-level government, Ha Bac commune proactively reviewed and counted households whose land was subject to land acquisition, determined the origin of the land, and publicly posted the compensation and support plan. However, to date, the site clearance has not been completed.

The entire Ha Bac commune has 611 households, individuals and organizations whose land is being recovered to expand Road 390B, the area of land to be recovered is more than 76,800 ^m2 , mainly agricultural land, garden land, residential land interspersed with residential areas. Up to now, Ha Bac commune has cleared the land, paid more than 74.8 billion VND to 570 households, organizations and individuals, reaching 97%. The remaining 41 households and individuals have made compensation and support plans but have not signed yet, concentrated in Co Cham 1 village.

According to the project progress, the site clearance work will be completed this year. The leader of Ha Bac commune said that the biggest difficulty now lies in some households that have residential land, construction works, and perennial trees in the project corridor but have not yet agreed on the compensation price. Some households have opinions that the unit price applied for land and property compensation is low.

The Commune People's Committee determined that there was no basis to apply some opinions and recommendations of families and individuals who had not agreed to the field survey and signed the compensation plan.

Determination to clear the land

ha-bac (3) — To hand over the site to the construction unit, Ha Bac commune needs to implement many synchronous solutions and make efforts to mobilize and propagate people's consensus.

Faced with the above-mentioned difficulties, Ha Bac commune has intensified its propaganda and dialogue activities with each household, especially those who have not yet handed over their land. Every week, the Party Committee and People's Committee of Ha Bac commune hold meetings to assess progress and assign officials in charge of each area to grasp the thoughts and aspirations of the people.

The Party Committee and the communal government invited the Vietnam Fatherland Front Committee and socio-political organizations to participate in propagating and clearly explaining the compensation and support policies and long-term benefits that people will enjoy when the project is completed.

Mr. Nguyen Dac Chiem, Vice Chairman of the People's Committee of Ha Bac Commune, said: "We have determined that all policies must be transparent and clear. All compensation plans are publicly posted for people to monitor. In cases of actual difficulties, the commune will propose to consider support within the allowed scope. The ultimate goal is to ensure the legitimate rights of the people, while not delaying the project's progress."

The Commune People's Committee directed specialized departments to carefully review documents and thoroughly resolve any remaining issues, especially those with residential land and garden land. For households with difficult circumstances, it is necessary to consider arranging resettlement support and ensuring a stable life before handing over the land. Promoting the exemplary role of cadres and party members, each cadre and party member must be a pioneer in implementing policies, thereby creating a ripple effect in the community.

Information and propaganda work also needs to be strengthened to help people understand the significance of the project and their responsibility in contributing to improving infrastructure and promoting local socio -economic development.

According to Mr. Chiem, the Commune People's Committee will concentrate all its efforts to complete the site clearance work by the end of this year. If households still do not accept the compensation plan and do not hand over the site, the Commune People's Committee will report to the superiors for permission to organize the forced land recovery, hand over the site to the construction unit, and ensure progress.

The project to upgrade provincial road 390B and build a bypass route to Thanh Ha town center (old Hai Duong), now Thanh Ha commune, with a total investment of 720 billion VND, started in January 2025.
This route is more than 10 km long, passing through Thanh Ha, Ha Nam and Ha Bac communes, in which Thanh Ha and Ha Nam communes have completed the site clearance work and handed over to the construction unit for implementation. The route is upgraded to the standard of a grade III plain road. The road has a 12 m wide base, including the bypass section through Thanh Ha commune. The highlight of the project is the Huong River overpass consisting of 5 girder spans with a bridge surface of 16.5 m wide and the Ac bridge section through Ha Bac commune has been renovated and widened to 17 m.

The 390B route expansion project is expected by the people to be a breakthrough in traffic connection, expanding development space for communes in the area, including Ha Bac commune. The consensus of the people is the decisive factor. When the people trust and support, all difficulties and problems can be resolved. The local government needs to be patient, listen and handle each case with compassion and reason, ensuring the project is implemented according to schedule.
