
Expectations for a new road
Route 390B, passing through Ha Bac commune, has a total length of 6.6 km. This transportation route is identified as playing a particularly important role in connecting the agricultural production area of Ha Bac commune with other communes. Upon completion, the road will significantly contribute to the development of services and trade in the locality.
Recognizing this importance, immediately after implementing the two-tiered administrative system, Ha Bac commune proactively reviewed and counted households subject to land acquisition, determined land ownership, and publicly posted compensation and support plans. However, to date, land clearance is still not complete.
In Ha Bac commune, 611 households, individuals, and organizations have land to be acquired for the expansion of Road 390B, totaling over 76,800 m² , primarily agricultural land, orchards, and residential land interspersed within residential areas. To date, Ha Bac commune has cleared the land and paid over 74.8 billion VND to 570 households, organizations, and individuals, achieving 97%. The remaining 41 households and individuals have had compensation and support plans drawn up but have not yet signed the agreement, primarily in Co Cham 1 village.
According to the project schedule, land clearance will be completed this year. The leaders of Ha Bac commune stated that the biggest difficulty currently lies in the fact that some households with residential land, buildings, and perennial trees within the project corridor have not yet agreed on compensation rates. Some households believe that the compensation rates applied for land and assets are too low.
The People's Committee of the commune concluded that there was no basis to implement some opinions and suggestions from families and individuals who had not agreed to the on-site inventory and signed the compensation plan.
Determined to clear the land

In response to the aforementioned difficulties, Ha Bac commune has intensified its efforts in propaganda and dialogue with each household, especially those that have not yet handed over the land. Weekly, the Party Committee and People's Committee of Ha Bac commune hold meetings to assess progress and assign officials to be responsible for each area to understand the concerns and aspirations of the people.
The commune Party Committee and government invited the Fatherland Front Committee and other political and social organizations to participate in disseminating information and clearly explaining the compensation and support policies, as well as the long-term benefits that people will receive upon completion of the project.
Mr. Nguyen Dac Chiem, Vice Chairman of the People's Committee of Ha Bac commune, said: “We believe that all policies must be transparent and clear. All compensation plans are publicly posted for people to monitor. For cases with real difficulties, the commune will propose considering support within the permissible limits. The ultimate goal is to ensure the legitimate rights of the people while not delaying the project's progress.”
The People's Committee of the commune directed the specialized departments to carefully review the files and resolve all outstanding cases, especially those with mixed residential and garden land. For households in difficult circumstances, consideration should be given to providing resettlement support to ensure stable living conditions before handing over the land. The exemplary role of officials and Party members should be promoted; each official and Party member must be a leader in complying with the policies, thereby creating a ripple effect in the community.
Information and communication efforts also need to be strengthened to help people understand the significance of the project and their responsibility in contributing to infrastructure improvement and promoting socio -economic development of the locality.
According to Mr. Chiem, the People's Committee of the commune will focus its efforts on completing the land clearance work by the end of this year. If the households still do not accept the compensation plan and refuse to hand over the land, the People's Committee of the commune will report to higher authorities to request guidance on organizing forced land reclamation and handing over the land to the construction unit, ensuring the progress.
The project to upgrade Provincial Road 390B and build a bypass around the center of Thanh Ha town (formerly Hai Duong province), now Thanh Ha commune, has a total investment of 720 billion VND and was started in January 2025.
This road, over 10 km long, passes through Thanh Ha, Ha Nam, and Ha Bac communes. Land clearance in Thanh Ha and Ha Nam communes has been completed and handed over to the construction unit. The road is being upgraded to the standards of a Class III road in the plains. The roadbed is 12 meters wide, including a bypass section through Thanh Ha commune. A highlight of the project is the Huong River bridge, consisting of 5 girder spans with a bridge surface width of 16.5 meters, and the Ac bridge section through Ha Bac commune, which has been renovated and widened to 17 meters.
The expansion project of Route 390B is expected by the people to be a breakthrough in transportation connectivity, expanding development space for the communes in the area, including Ha Bac commune. The consensus of the people is the decisive factor. When the people trust and support the project, all difficulties and obstacles can be overcome. Local authorities need to be patient, listen, and handle each case fairly and reasonably, ensuring the project is implemented according to schedule.
