On September 11, Mr. Mai Minh Viet, Deputy Director of the Railway Project Management Board ( Ministry of Construction ), said that the Lao Cai - Hanoi - Hai Phong project includes 7 component projects of site clearance passing through 6 provinces and cities, requiring the relocation of technical infrastructure works on an area of 3,162 hectares, including resettlement of more than 7,500 households, construction of more than 110 resettlement areas. The cost of site clearance is nearly 36,000 billion VND.
The consulting unit is reviewing and updating the route and station locations to hand over the land clearance boundaries to the locality for counting, planning compensation, support and resettlement.
Currently, 4 provinces and cities, Lao Cai, Phu Tho, Hung Yen, Hai Phong have completed surveying and cadastral map adjustment. Two localities, Hanoi and Bac Ninh, are doing so to serve the site clearance work.
The provinces and cities of Lao Cai, Phu Tho, and Hai Phong are investing in the construction of about 109 resettlement areas, and it is expected that 86 areas will start construction in December.
Vietnam Electricity Group (EVN) has listed the power projects that need to be relocated, including 63 high-voltage power projects of 110kV or higher and 469 power projects below 110kV.
The Lao Cai - Hanoi - Hai Phong railway project includes 10 component projects, including 7 site clearance projects and one power infrastructure relocation project.
The remaining two projects are infrastructure investment connecting to stations to ensure the transfer between road and rail, and the gathering of goods. The design is being implemented, and the bidding packages are expected to start simultaneously on December 19, 2025.
Finally, the project to build a 417 km long railway is expected to start construction at the end of 2026. Currently, the project is in the stage of preparing a Feasibility Study Report using non-refundable aid capital from the Chinese Government.
Mr. Mai Minh Viet said that the Lao Cai - Hanoi - Hai Phong railway line is large-scale, with new technical technology, being implemented for the first time in Vietnam, while the capacity and experience of domestic organizations and individuals are still limited. World experience shows that the preparation time for similar projects takes from 36 to 42 months. For the project to start construction by the end of 2025 is a big challenge, requiring the participation of the entire political system and specific mechanisms and policies.
According to Resolution 187/2025 of the National Assembly, the Lao Cai - Hanoi - Hai Phong railway project is about 419 km long with a total capital of 203,231 billion VND, equivalent to 8.37 billion USD, starting construction in 2025 and striving to be completed in 2030.
The project starts at the border crossing point (Lao Cai province), ends at Lach Huyen station (Hai Phong), 417 km long, of which the main line is 389 km long, the branch line is 27.9 km long, passing through 6 provinces and cities: Lao Cai, Phu Tho, Hanoi, Bac Ninh, Hung Yen and Hai Phong. The railway line is newly invested with a single track, 1,435 m gauge, for general passenger and cargo transport; designed speed is 160 km/h.
When operational, the railway is expected to handle about 21 million tons of cargo and 14 million passengers, meeting transportation needs on the Lao Cai - Hanoi - Hai Phong economic corridor, enhancing trade and expanding import and export of goods between Vietnam and China and other countries.
The railway will also help reduce the load on the road transport system, reduce congestion and the risk of traffic accidents. The project will also create about 90,000 jobs during the construction phase and about 2,500 permanent jobs during the operation and exploitation process.
