Project worth over 900 billion VND is under construction and difficult to reach the finish line.

Construction project interrupted

Component 2 project is divided into two sections. Section 1 of the project starts at Km27+400/DT.619 (Vo Chi Cong street), the end point intersects with the road connecting National Highway 1 to Dong Duy Xuyen area, length 19.39km; of which the section through Thang Binh district is 18.4km long, the remaining 1km goes through Duy Thanh commune, Duy Xuyen district.

The construction project is not continuous and discontinuous. The contractor also does not focus all resources to complete each section with a clean site.

Section 2 starts at Km27+400/DT.619 (Vo Chi Cong Street), ends at the intersection with National Highway 1 at Km979+310/National Highway 1, 3.74km long through Thang Binh district.

The total investment of the project is 956 billion VND, of which the land acquisition cost is 159.2 billion VND. The implementation progress is 720 days, expected to be completed in April 2025. The project has 4 bridges including Ban DH5 bridge, Tu Nghia bridge, Tra Long bridge and Bau Bang bridge. The designed roadbed construction scale is 12.75m wide, the current section through Ha Lam - Cho Duoc Industrial Park is 36m wide.

According to the actual records of the reporter of Kinh te & Do thi newspaper, the construction project is discontinuous and not continuous along the entire route. Some sections have been constructed but human resources and machinery are not much. At some points, the route has been laid, the ground has been cleared, and sewers have been installed but not completed. Overall, the construction site is still messy.

The project is divided into 3 packages, of which the package for the section from National Highway 1 down to the DH5 road is under construction for about 600m, with only 7.5 billion/135.56 billion VND disbursed; the package for the section connecting National Highway 14H disbursed 20/173 billion VND with some items such as cross-culverts, sewer pipes, roadbed; the package for the section connecting National Highway 14H, section Km11+400-Km19+391, implemented many items related to roadbed, ditch lining, sewer lines... with a value of 63/183.17 billion VND.

The representative of the Quang Nam Province Traffic Construction Investment Project Management Board admitted that the project progress is slow. In the past, although the contractor was urged to implement the project, the volume was not guaranteed. There are many reasons, but most of the packages are stuck with compensation and site clearance. Some sections, although having land, are short, and there is even no access road to gather materials.

Project is hard to finish

The project has handed over about 12km/23.1km of land. The remaining land is 6km of forest land; 0.3km of national defense land; about 2.5km of agricultural land and 3.3km of residential land.

Thang Binh district has 6 communes affected by land clearance including Binh Giang, Binh Trung, Binh Tu, Binh Phuc, Binh Trieu and Binh Sa with a total of 771 households. Of which, 42 households must be cleared, and the need for resettlement is about 67 lots. The project still has about 390 graves.

Some points of the project have construction units but not many. Labor and machinery are relatively sparse, making it difficult to ensure volume.

The Center for Land Fund Development and Service Industry of Thang Binh district said it is focusing resources on resolving 4 resettlement areas for the project.

For the new rural residential area in Hien Luong village, Binh Giang commune, the consulting unit is implementing measurements to serve land acquisition and resettlement; the upcoming task is to prepare detailed planning documents for appraisal and approval of the 1/500 detailed planning project. For the new rural residential area in Ngoc Son Dong village, Binh Phuc commune, the consulting unit is implementing measurements to serve land acquisition and resettlement. As for the residential area serving resettlement arrangement in Binh Trung commune, the land price decision has been made.

Regarding the resettlement area of Ha Lam - Cho Duoc industrial cluster, the People's Committee of Thang Binh district has issued Document No. 340/TTr-UBND on the proposal to adjust the boundary in September 2024 at lot F/F1. After working with households, the People's Committee of the district also issued Report No. 664/BC-UBND dated October 15, 2024 to the Department of Industry and Trade to collect opinions from departments and branches to advise the Provincial People's Committee to consider and decide.

Regarding the forest land and national defense land group, Thang Binh district has sent a document to the People's Committee of Quang Nam province to request the policy of auctioning timber assets to fully exploit timber and firewood from planted forests within the scope of converting forest use purposes to other purposes to implement the project. The clearing of trees will be carried out to ensure fire prevention and fighting in the surrounding forests; the volume of timber and firewood after clearing will be gathered and preserved to avoid loss.

Currently, the People's Committee of Thang Binh district is focusing on speeding up site clearance for the final phase of 2024. However, with the current situation, the Management Board of Investment and Construction Projects of Traffic Works in Quang Nam province admits that the project will be difficult to ensure progress.
