The construction project is being carried out in a piecemeal fashion.

Component Project 2 is divided into two sections. Section 1 of the project starts at Km27+400/DT.619 (Vo Chi Cong Road) and ends at the intersection with the road connecting from National Highway 1 to the eastern Duy Xuyen area, with a length of 19.39km; of which the section through Thang Binh district is 18.4km long, and the remaining 1km goes through Duy Thanh commune, Duy Xuyen district.

Section 2 starts at Km27+400/DT.619 (Vo Chi Cong Road) and ends at the intersection with National Highway 1 at Km979+310/QL1, spanning 3.74km through Thang Binh district.

The total investment for the project is 956 billion VND, including 159.2 billion VND for land clearance. The project is scheduled for completion in 720 days, expected in April 2025. The project includes four bridges: Ban DH5 Bridge, Tu Nghia Bridge, Tra Long Bridge, and Bau Bang Bridge. The roadbed is designed to be 12.75m wide, except for the existing section through the Ha Lam - Cho Duoc Industrial Cluster, which is 36m wide.

According to observations by reporters from the Economic & Urban Newspaper, the construction project is fragmented and not continuous along the entire route. Some sections are under construction, but the resources in terms of personnel and equipment are limited. At points where the route has been laid, the ground prepared, and drainage pipes installed, the work is not yet complete. Overall, the construction site remains in disarray.

The project is divided into 3 bidding packages. The package for the section from National Highway 1 to the intersection with Provincial Road 5 is currently under construction for approximately 600m, with only 7.5 billion VND disbursed out of 135.56 billion VND; the package for the section connecting to National Highway 14H has disbursed 20 billion VND out of 173 billion VND for items such as culverts, drainage pipes, and roadbed; and the package for the section connecting to National Highway 14H, segment Km11+400-Km19+391, has completed many items related to the roadbed, drainage culverts, and drainage lines, with a value of 63 billion VND out of 183.17 billion VND.

Representatives from the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Projects acknowledged the slow progress of the project. Despite urging contractors to expedite implementation, the required volume of work has not been achieved. Many factors contribute to this, but most packages are hampered by compensation and land clearance issues. Some sections, even with available land, are too short, or even lack access roads for material storage.

The project is unlikely to reach completion.

The project has currently handed over approximately 12km out of 23.1km of land. The remaining land is obstructed by 6km of forest land; 0.3km of national defense land; approximately 2.5km of agricultural land and 3.3km of residential land.

Thang Binh District has 6 communes affected by land clearance, including Binh Giang, Binh Trung, Binh Tu, Binh Phuc, Binh Trieu, and Binh Sa, with a total of 771 households. Of these, 42 households must be completely relocated, requiring approximately 67 resettlement plots. The project is also facing obstacles related to about 390 graves.

The Thang Binh District Land Development and Industrial Service Center announced that it is focusing resources on resolving issues related to four resettlement areas for the project.

For the new rural residential area in Hien Luong village, Binh Giang commune, the consulting unit is currently carrying out surveying for land clearance; the next task is to prepare detailed planning documents for appraisal and approval of the 1/500 scale detailed planning project. For the new rural residential area in Ngoc Son Dong village, Binh Phuc commune, the consulting unit is also carrying out surveying for land clearance. As for the residential area for resettlement in Binh Trung commune, the land price decision has already been made.

Regarding the resettlement area for the Ha Lam - Cho Duoc industrial cluster, the Thang Binh District People's Committee submitted Proposal No. 340/TTr-UBND in September 2024 requesting boundary adjustments at lot F/F1. After working with the households, the District People's Committee also sent Report No. 664/BC-UBND dated October 15, 2024 to the Department of Industry and Trade to gather opinions from relevant departments and agencies for the Provincial People's Committee to consider and decide.

Regarding forest land and national defense land, Thang Binh district has sent a document to the Quang Nam Provincial People's Committee requesting approval to auction off timber and firewood harvested from planted forests within the area designated for conversion of forest land to other purposes for project implementation. The clearing of trees will be carried out in a manner that ensures forest fire prevention and control in the surrounding area; the volume of timber and firewood collected after clearing will be gathered and stored to prevent loss.

Currently, the People's Committee of Thang Binh district is focusing on accelerating land clearance for the end of 2024. However, given the current obstacles, the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Projects acknowledges that the project will be difficult to ensure on schedule.
