Song Cong II Industrial Park Project - Phase 2: Cleaning the nest to welcome the 'eagles'

The project to invest in construction and business of infrastructure of Song Cong II Industrial Park, phase 2 (hereinafter referred to as the Project) has a land use scale of over 296 hectares, located in the administrative boundaries of Tan Quang and Ba Xuyen communes (Song Cong City), with a total investment of nearly 4,000 billion VND, invested by Viglacera Thai Nguyen Joint Stock Company (under Viglacera Corporation). The completed project will attract many investment enterprises, thereby creating jobs for many workers, creating more motivation for the locality to develop strongly.

Immediately after the project was approved for investment, the People's Committee of Song Cong City focused its efforts on implementing compensation and site clearance (GPMB). From mid-March 2024 to present, the city's functional departments and offices have been "racing" against time, urgently implementing related tasks at the same time with requirements to be fast but in accordance with legal procedures, such as: disseminating and popularizing regulations on compensation and support; conducting statistics and declaring land areas and attached assets of households; determining compensation land prices and submitting them to competent authorities for approval; developing plans and publicly posting draft compensation, support and resettlement plans for households...

In parallel with the implementation of legal procedures for land acquisition, the locality also arranged resettlement areas for households affected by the project. Accordingly, the People's Committee of Song Cong City established detailed planning and implemented 3 resettlement areas, with a scale of nearly 37 hectares, in Ba Xuyen and Tan Quang communes.

In addition, to move the graves at La Dang cemetery (the starting location of the Project), Song Cong City People's Committee also made a detailed plan to build the people's cemetery of Ba Xuyen and Tan Quang communes, with an area of about 26.5 hectares to move the graves from La Dang cemetery.

In order to gain people's consensus on the project's implementation policy, the Vietnam Fatherland Front Committee and socio -political organizations of Song Cong City, together with the authorities of two communes: Ba Xuyen and Tan Quang, have actively participated in propaganda and mobilization of people to support the project. Mr. Tran Cong Huu, Vice Chairman of Tan Quang Commune People's Committee, shared: Initially, many households with graves at La Dang cemetery did not agree with the relocation of graves. But after a while, we persistently mobilized the households to agree to give up their land for the investor to start the project as planned.

Similarly, Ba Xuyen commune has nearly 200 hectares of land in the project area, with nearly 400 households affected. The locality regularly coordinates with specialized units to speed up the progress of site clearance. The representative of Ba Xuyen commune's leadership informed: A few months ago, the recovered land area in the area was only agricultural land, while the entire residential land area of households could not be implemented due to problems with compensation and resettlement mechanisms. However, thanks to active advocacy, propaganda, and timely consultation with specialized agencies with the province and investors to apply reasonable and timely policies, the people have now basically accepted the State's compensation policy and agreed to relocate to a new place of residence.

Working with the Song Cong City Land Fund Development Center, we learned that after handing over 25 hectares of land in area 1 for the investor to start construction at the end of March. Currently, the unit continues to focus on implementing site clearance for the remaining area of about 271 hectares. Regarding the overview of site clearance work of the project, up to now, Song Cong City has recovered and cleared about 234.54 hectares, reaching a rate of 94%. The remaining area is striving to complete compensation and site clearance before June 30, 2025.

In order to focus on implementing compensation and site clearance work, from the beginning of October 2024, the People's Committee of Song Cong City has also completed the Working Group to strengthen the task of compensation and site clearance, with nearly 30 officers from the city's specialized departments and offices mobilized. Recently, the Thai Nguyen Provincial Land Fund Development Center has also mobilized more officers to work with Song Cong City to carry out this task.

Song Cong II Industrial Park - Phase 2 owns a strategic trading location with flexible connectivity. The project is located only 5km from Hanoi - Thai Nguyen highway, through Song Cong intersection, helping businesses easily access Noi Bai International Airport (45km), Hanoi center (65km) and quickly connect to electronics, semiconductor, and automobile manufacturing centers in Bac Ninh, Bac Giang, Vinh Phuc...

With the orientation of becoming a smart industrial park, Song Cong II Industrial Park - Phase 2 is invested systematically by Viglacera Thai Nguyen Joint Stock Company according to a modern management and operation model. The centralized management software system, security camera system and one-stop service center right in the Industrial Park will help optimize business operations.

In addition, the quality of infrastructure in the Industrial Park is given special attention: Stable, high-capacity power system: Supplied from two internal transformer stations and Song Cong II transformer station, the power system is underground, ensuring safety, aesthetics and direct connection to each enterprise. Water supply system ensures production needs: The Industrial Park is supplied with water from two factories Song Cong and Tich Luong, with a total capacity of 7,200 m³/day and night.

In the future, the internal water supply station will increase its capacity to 9,000 m³/day and night. The modern wastewater treatment system with a capacity of 6,000 m³/day and night, meets national technical standards on industrial wastewater. The industrial park is planned with a green landscape, environmentally friendly, high density of trees; hilly geological foundation, saving construction costs, synchronous utility system.

With its outstanding advantages, Song Cong II Industrial Park - Phase 2 is currently attracting the attention of investors and businesses. To welcome the "eagle" to nest, Viglacera Thai Nguyen Joint Stock Company is mobilizing maximum human and material resources to complete the Project as committed to the province.

Immediately after the groundbreaking ceremony, the first unit, Huali Vietnam Group Co., Ltd., agreed to sign a land lease contract at Song Cong II Industrial Park - Phase 2 to implement the project of producing environmentally friendly construction materials, with a total investment of 100 million USD and a scale of about 10,000 workers. According to the plan, Viglacera Thai Nguyen Joint Stock Company will hand over 13 hectares to Huali Vietnam Group Co., Ltd. in August 2025.

It can be seen that, with the urgent participation and high determination of all levels, functional sectors and the consensus of the people in the project area, the Song Cong 2 Industrial Park Project - Phase 2 is gradually coming into existence. Following the success of Song Cong I Industrial Park, Phase 1, Song Cong II Industrial Park, Phase 2, is a solid step forward for Thai Nguyen in the industrialization and modernization process.
