Proposing to the People's Committee of Ho Chi Minh City, the People's Committee of Dong Nai province and the wards and communes related to the expansion of the above expressway in early August, the representative of VEC affirmed that one of the factors that need to be clearly identified and play a decisive role in the project's progress is to ensure the land to implement construction solutions.
VEC has requested design consultants to review, research and propose solutions that are suitable to the current situation and meet the project's progress. Accordingly, the main construction method using public roads along the route will be applied in case localities complete compensation and hand over the site before November 15. The advantage of this method is that it does not use the road section currently being opened to arrange construction sites, does not affect traffic on the highway and ensures traffic safety for passing vehicles. This depends entirely on the site clearance progress of the localities.

The next option proposed by VEC is to use the expressway’s emergency lane during off-peak hours, from 10pm to 5am, to transport the girders in case the site is not handed over by the local authorities before the above deadline. However, the limitation on construction time will affect the project’s progress and hinder the traffic flow at night.
According to the VEC representative, some public road locations and construction sites need to temporarily borrow land in the vicinity to ensure enough space to arrange construction equipment and vehicles. Therefore, based on the detailed report of the consultant, VEC requests the People's Committee of Dong Nai city, province and the People's Committees of wards and communes to respond on the progress of compensation, site clearance and handover for the project.
Previously, the dossier on setting up boundary markers for site clearance was approved by VEC on July 21. The VEC Southern Expressway Project Management Board also sent a document to localities to inspect the site setting up and handover of boundary markers for site clearance as well as the possibility of lending land to the project to arrange a construction site for construction, meeting the urgent progress requirements as directed by the Government .
Based on VEC's request, on August 15 and 23, the City People's Committee consecutively assigned the Department of Construction, the Department of Agriculture and Environment and the People's Committees of the wards to coordinate with VEC to resolve the issue according to their authority. However, with the basic goal of completing the project by the end of 2026, the project construction time is now only over 1 year, which is a huge pressure on this expressway expansion project.
With 4 lanes, the traffic volume on the route has long exceeded 55,000 trips/day, the Ho Chi Minh City - Long Thanh - Dau Giay Expressway has been recognized as the expressway with the largest traffic volume in the country. In particular, the Ho Chi Minh City - Long Thanh section, due to the lack of an exit route, often faces congestion pressure.
To meet traffic demand, the 4.8 km long section from the intersection of Ring Road 2 to Ring Road 3 will be expanded from 4 to 8 lanes; the 14.7 km long section from the intersection of Ring Road 3 to the intersection with Bien Hoa - Vung Tau Expressway will be expanded to 10 lanes. Long Thanh Bridge alone will be built with a new 5-lane bridge, with a total investment of up to 14,945 billion VND.
