On March 23, Deputy Minister of Transport Nguyen Xuan Sang and his delegation inspected the implementation of the project "Improving clearance of road bridges crossing national inland waterways, phase 1 (Southern region).
The local are slow to discuss site clearance
The project to increase the clearance of road bridges crossing national inland waterways, phase 1, in the southern region includes building 9 new bridges, upgrading one bridge and dismantling one bridge, with a total investment of 2,155 billion VND.
The Waterway Project Management Board (investor) said that the project will increase the clearance of road bridges passing through many provinces and cities. Specifically in Kien Tuong town (Long An); Sa Dec city - Hong Ngu city and Tan Hong district (Dong Thap); Mo Cay Nam district ( Ben Tre ); O Mon district and Thoi Lai district (Can Tho city); Giong Rieng district (Kien Giang).
The project is divided into two construction packages. Package CĐT-XL01 builds Moc Hoa, Sa Dec, Hong Ngu, Mo Cay bridges; renovates Giong Gang bridge; and dismantles Mang Thit bridge.
Package CĐT-XL02, construction of Dong Thuan, Dong Binh, O Mon, Thoi Lai, Vam Xang - Thi Doi bridges.
The GPMB part is handed over directly to the locality with items affected by the project.

According to the investor, the biggest difficulty at present is that the bridges are all stuck with land acquisition. The contractor has not been able to carry out much construction despite starting several months ago. The provinces of Long An, Kien Giang , Ben Tre and O Mon district, Can Tho city have completed and are preparing to approve compensation plans, expected to be paid in April 2024.
However, due to the need to wait for approval to adjust the project's land acquisition capital from 2023 to 2024, approval and payment will only be made after a resolution on additional land acquisition is issued.
Meanwhile, the bridges in Thoi Lai district, Can Tho city, due to the Resolution on land use plan for the project approved at the end of 2023, the work of measuring, counting and making compensation plans is behind schedule compared to the plan.
In Dong Thap province, the field measurement and inventory (Giong Gang bridge, Sa Dec) and compensation plan have not been completed yet.
Contractor must have specific construction plan.
At the site inspection, Deputy Minister of Transport Nguyen Xuan Sang requested the Waterway Project Management Board and specialized units of the Ministry of Transport to actively work with localities to speed up site clearance work.
During a direct inspection at the construction site of Mo Cay Bridge in Mo Cay District, the Deputy Minister requested contractor Dat Phuong to clearly report the registration progress in 2024, thereby making a specific and detailed construction plan.
According to the contractor, the bridge and approach road construction project requires 50,000 cubic meters of sand. However, the general difficulty is that sand is lacking, so long-term construction will be affected.
"The contractor must clearly report the plan for where to get sand from? Have the parties worked with the locality? What is the construction plan when there is a lack of sand? The investor must closely follow the contractor and the plans to ensure the construction schedule," the Deputy Minister requested.
The old Mang Thit Bridge (Vinh Long) is being dismantled to facilitate waterway traffic.
Regarding the dismantling of Mang Thit bridge, the leaders of the Ministry of Transport requested the Waterway Project Management Board to coordinate with relevant parties to develop a plan to handle the remaining assets when dismantling the old bridge.
In particular, bridge items such as steel girders, managed by Road Management Area IV (Vietnam Road Administration), need to be considered for handover to the locality to avoid waste, and at the same time speed up the dismantling progress, ensuring safety for water and land vehicles when traveling.
The project to raise the clearance of 10 bridges and dismantle the old Mang Thit bridge will improve the transport infrastructure system in the Mekong Delta region, ensuring synchronous exploitation of waterway transport along the entire route. When the clearance of the bridges is raised, it will ensure the smooth circulation of container ships stacked in 3-4 layers.
With the completion of the Cho Gao Canal Phase 2 upgrade project, a convenient logistics corridor will be created between the Mekong Delta provinces and Ho Chi Minh City.
