An Phu Interchange Project is sluggish, Traffic Department receives "ultimatum" from Chairman of Ho Chi Minh City People's Committee

The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Chairman of the City People's Committee Nguyen Van Duoc at the meeting on the progress of the An Phu traffic intersection construction project.

According to the conclusion of the Chairman of the City People's Committee, the progress of the Project implementation is currently slower than planned, mainly because the Management Board of Traffic Construction Investment Projects (Traffic Board) has not closely followed the scene and resolutely handled weak contractors.

The direction and management work is still limited, while the capacity of some construction units has not met the requirements. The state management role of the Department of Construction and related departments is also not strong.

Although the project is quite behind schedule, the Chairman of the Ho Chi Minh City People's Committee only requested relevant units to seriously learn from experience and focus on directing the project to be completed soon and put into operation as planned.

Regarding the tasks in the coming time, the Chairman of the Ho Chi Minh City People's Committee requested the Traffic Department to make a commitment on the progress of the remaining items and be responsible to the City leaders for the content of the commitment.

At the same time, mobilize resources to complete bridge branch N2 before December 31, 2025 and complete underpass HC1-02 before January 15, 2026.

Regarding the project to upgrade Luong Dinh Cua Street (section from Tran Nao to Nguyen Thi Dinh), the Chairman of the Ho Chi Minh City People's Committee assigned the Traffic Committee to study the plan to adjust and expand the planning boundary after receiving the Prime Minister 's approval.

Regarding capital, the Department of Finance is assigned to preside over and coordinate with relevant units to review, arrange and balance capital, and at the same time guide project adjustment procedures in accordance with legal regulations on public investment.

Regarding compensation and site clearance for the An Phu Urban Development Project (22,012 m² of land), the Department of Finance and the Department of Agriculture and Environment urgently advised the City People's Committee to issue a document recommending to the Prime Minister the policy of adjusting the project boundary.

The Department of Agriculture and Environment was assigned to review the issuance of certificates of land use rights, home ownership rights and assets attached to land for 13 component projects, and propose sanctions to handle cases of violations of financial obligations.

An Phu traffic intersection is the intersection of 3 main traffic routes including Ho Chi Minh City - Long Thanh - Dau Giay Expressway, Mai Chi Tho Street, and Hanoi Highway.
Due to the large volume of traffic on these three routes, traffic jams often occur at the intersection at An Phu.
The An Phu traffic intersection project started construction at the end of 2022 with a total investment of VND 3,408 billion.
According to the original plan, the Project would be completed before April 30, 2025. However, due to slow progress, the Project's completion date was postponed to the end of 2025, but this plan was also difficult to achieve and the completion date had to be postponed to 2026.
