Recently, Mr. Nguyen Minh Tien (residing in Dai Phuoc commune) went to the Dai Phuoc Commune Public Service Center to have his documents photocopied and certified in order to find a job. After completing the procedures, Mr. Tien was greeted by the staff and directed to the recruitment booth set up by the company right in the center. Meeting and speaking directly with the company's recruitment officer, Mr. Tien expressed his excitement.
“I came here to apply for a job, but unexpectedly found one right away. Killing two birds with one stone. If there wasn't a recruitment booth here, I probably would have had to go back and forth to many places to find a job. Having a recruitment booth here is very convenient for the people,” Tiến happily shared.

Mr. Pham Son Dien, Deputy Director of the Public Service Center of Dai Phuoc commune, said: In the commune, about 60% of the total administrative procedures are for notarization, and half of those are for job applications. Recognizing the great demand for jobs among the people, the commune has proactively coordinated with Hwaseung Vina Co., Ltd. (a large enterprise with over 35,000 employees and a constant need for recruitment) to set up a direct consultation and recruitment point at the Public Service Center. This aims to create convenience and promptly address the needs of the people.
Mr. Duong Minh Nhat Long, a recruitment officer at Hwaseung Vina Co., Ltd., shared: "The company has a fairly large number of orders, so we need to recruit about 1,000 workers. The commune's proactive support in helping the company set up a recruitment booth at the Cultural and Sports Center has helped connect the company and workers more effectively. Since setting up the recruitment booth here, the company has received many job applications from workers."
Improve citizen satisfaction.
Along with the aforementioned model, the "Welcome Drinks" model for citizens visiting the Public Service Center to handle administrative procedures in Dai Phuoc commune has also made a positive impression on the local people. Accordingly, at the Public Service Center, the commune has set up a beverage counter, serving various types of juices, tea, and coffee for people to use free of charge. This practice has been maintained since August 1st, with a frequency of 3 times a week. The funding for this is entirely from social contributions, including support and contributions from the officials and civil servants at the Public Service Center.
Ms. Nguyen Thi Hong, a resident of Dai Phuoc commune, shared: “When coming to complete administrative procedures, the officials not only handle the paperwork diligently but also thoughtfully provide drinks for people while they wait. It truly is a government that serves the people.”
To facilitate citizens in resolving administrative procedures, the commune has also proactively developed internal procedures for handling non-administrative documents.
According to Pham Son Dien, Deputy Director of the Commune's Administrative Procedures Center: "In reality, people need to process many types of documents according to the old commune model, but these are not regulated in the administrative procedures. Recognizing this, the commune has organized meetings and agreed on a process divided into two groups to provide the greatest convenience for the people. The first group involves verifying documents so that people can carry out subsequent procedures outside the commune's jurisdiction. For this group, people only need to go to the Administrative Procedures Center to submit and receive the results. The second group involves verifying documents so that people can carry out subsequent procedures within the commune's jurisdiction, such as: electricity, water, loans, import, confirmation from the hamlet, etc. For this group, the relevant units will coordinate and verify documents internally as a basis for processing the people's applications. This helps people avoid having to go to multiple units as before, reduces processing time, and improves people's satisfaction."
According to Mr. Pham Son Dien, in addition to maintaining the effectiveness of the above models and methods, the commune is developing a plan to implement many new models.
From the very beginning of operating the two-tiered local government model, the Party Committee and People's Committee of Dai Phuoc commune have identified administrative procedure reform as an important political task, closely linked to the goal of building a democratic, modern, streamlined, effective, efficient, honest, and people-serving administration.

Accordingly, this October, the commune plans to implement a bookshelf model at the commune's Public Service Center. The bookshelf will be equipped with a diverse range of books suitable for various target groups. This initiative will not only help people access knowledge and entertainment while waiting for their documents to be processed, but also contribute to spreading a reading culture.
Another model worth mentioning is deploying 15 community digital technology teams to provide rotating support to citizens at the Public Service Center. This approach aims to both support the improvement of digital citizenship skills among citizens and help the community digital technology teams enhance their capabilities and maximize their role…
