
The Ministry of Interior is seeking feedback on a draft Circular amending and supplementing Joint Circular 11 of 2005 and replacing Circular 23 of 2025, guiding the regional allowance regime. Circular 11 was issued 21 years ago – at a time when the general minimum wage was 290,000 VND. In the new draft circular, the "general minimum wage" will be replaced with the "basic salary".
This policy applies to officials, civil servants, public employees, and contract workers whose salaries have been classified according to the salary scale, working in state agencies and public service units; officers, professional soldiers, non-commissioned officers, soldiers, and civil servants and employees on the payroll in units belonging to the Army and the Police.
The seven basic allowance levels remain unchanged, including 0.1; 0.2; 0.3; 0.4; 0.5; 0.7 and 1. The highest level, 1, is proposed to be applied to the Truong Sa and Hoang Sa special zones; and forces under the Ministry of National Defense directly performing duties in Vietnam's waters.
Regional allowances are paid concurrently with monthly salaries and benefits, and are calculated using the following formula: Regional allowance = Regional allowance coefficient x base salary.
From July 1st, the minimum wage is expected to be raised to 2.53 million VND per month.
