On the afternoon of March 21, the People's Committee of Dong Hoi City, Quang Binh province, confirmed that it had agreed to submit a plan to divide the city into two wards after abolishing the district level. Accordingly, the two new wards will be named Dong Hoi and Dong Son.

According to the proposed plan, Dong Hoi ward will include the following wards and communes: Dong Hai, Dong Phu, Hai Thanh, Duc Ninh Dong, Phu Hai, Bao Ninh, Bac Ly, Nam Ly, Loc Ninh, and Quang Phu. The headquarters of the Dong Hoi Ward People's Committee is expected to be located in the current Dong Hoi City People's Committee building.

Dong Son Ward will comprise the following wards and communes: Dong Son, Thuan Duc, Nghia Ninh, Bac Nghia, and Duc Ninh. The ward's People's Committee headquarters is expected to be located at the current Dong Son Ward headquarters.

According to the leaders of the Dong Hoi City People's Committee, this plan aims to ensure that each ward, after the merger, fully meets the criteria regarding area, population, and infrastructure as stipulated by regulations.

The choice of the name Dong Hoi ward aims to preserve the historical significance of the place name that has been associated with the people for hundreds of years. The name Dong Hoi not only has historical value but is also an important tourism brand of Quang Binh, familiar to domestic and international tourists.

If approved by the Department of Internal Affairs, the above plan will then be submitted to the Quang Binh Provincial Party Committee for consideration and decision.

As reported by Nguoi Lao Dong newspaper, at the first meeting of the Steering Committee on the reorganization of district and commune-level administrative units in Quang Binh province, the goal was set to reduce the number of commune-level administrative units to below 30, a reduction of more than 80% compared to before the merger.

Quang Binh province currently has 8 district-level administrative units and 145 commune-level administrative units (including 122 communes, 15 wards, and 8 towns).

At the meeting, delegates expressed the view that, for cities and towns, the reorganization must ensure that urban space is not fragmented or divided, which would hinder future development.

Criteria for new administrative units

According to the Quang Binh Provincial People's Committee, the reorganization of commune-level administrative units must ensure a larger scale than the current one, not only in terms of area and population but also in accordance with local characteristics.

Specifically, regarding area criteria: Mountainous communes must have an area of ​​150 km² or more; lowland communes must have an area of ​​90 km² or more; and wards must have an area of ​​35 km² or more. Population criteria: Mountainous communes with 15,000 or more inhabitants; mountainous border communes with a large ethnic minority population of 7,500 or more; lowland communes with 24,000 or more inhabitants; wards with 50,000 or more inhabitants.
