The above plan was stated by Minister of Education and Training Nguyen Kim Son in a report sent to the National Assembly Standing Committee's Supervisory Delegation to explain a number of concerns and shortcomings in the implementation of new textbooks and generaleducation programs.

According to the National Assembly Standing Committee's Supervisory Delegation, up to now, the guiding document on the method and content of the high school graduation exam according to the new general education program has not been issued.

This is one of the reasons why it is difficult for students to choose a subject combination for grade 10 in the 2022-2023 school year; teachers are confused about adjusting teaching methods, testing methods, and assessment.

Minister of Education and Training Nguyen Kim Son explained that the Ministry has analyzed and evaluated the suggestions of the whole society to complete the high school graduation exam plan from 2025. It is expected that at the beginning of the 2023-2024 school year, the high school graduation exam plan according to the new general education program will be issued.

It is expected that students will be able to choose their own subjects for the 2025 high school graduation exam.

It is expected that students will be able to choose their own subjects for the 2025 high school graduation exam.

The 2025 high school graduation exam plan basically inherits the current exam methods and organization. Thereby ensuring the consistency in the reliability of the assessment results so that relevant parties can exploit and use them for different purposes such as enrollment.

"The method of organizing the 2025 high school graduation exam will be the same in terms of topics and times, allowing students to decide for themselves which subjects to take the graduation exam among the subjects of their choice. This is a basic plan that meets the requirements of the new program, in line with the way students choose their subjects of choice," Minister Son affirmed.

Right from the issuance of the new general education program, the Government directed the Ministry of Education and Training to research and propose very early options for the 2025 high school graduation exam in the direction of assessing the necessary qualities and abilities of learners.

The Government requires the Ministry to develop an examination plan that ensures adaptation to changes in the context of globalization and the new industrial revolution. At the same time, it must ensure the requirements for innovation in examination methods and graduation recognition in a way that reduces pressure and costs for society.

The Government also pays special attention to ensuring reliability and correctly assessing students' abilities, as a basis for vocational education and university education enrollment.

During the research process, the Ministry of Education and Training proactively received and applied international achievements and good experiences in innovating the high school graduation exam. At the same time, the Ministry also inherited and promoted the results of organizing the national high school graduation exam for the period 2015 - 2019, high school graduation for the period 2020 - 2023 and coordinated with the roadmap for innovating the assessment of the learning process of high school students.

The head of the education sector said that in the coming time, the Ministry of Education and Training will continue to research and evaluate to promote the advantages of the national high school graduation exam and the organization of high school graduation exams. From there, it will be the basis for completing and announcing the 2025 high school graduation exam plan in the direction of properly assessing learners' abilities, being fair, public, transparent, compact, and suitable to the reality of localities.

History is expected to be a compulsory subject.

On March 17, the Ministry of Education and Training announced the draft plan for the 2025 high school graduation exam according to the new general education program.

Accordingly, the 2025 high school graduation exam has four compulsory subjects: Math, Literature, Foreign Language and History. For the regular education system, the number of compulsory subjects is three, without Foreign Language. In addition, students must choose two other subjects from 7 subjects: Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, and Technology.

Compared to the present, the total number of subjects remains unchanged, but instead of choosing a combination of Natural Sciences (Physics, Chemistry, Biology) or Social Sciences (History, Geography, Civic Education), candidates choose two subjects according to the group of subjects they registered to study at school. Literature is still the only subject tested on paper, the rest are multiple choice.

In addition, the Ministry plans to pilot computer-based testing for multiple-choice subjects in some localities in the 2025-2030 period. After 2030, all 63 provinces and cities will be capable of organizing computer-based multiple-choice tests.
