
In 2023, the Board of Directors of the Provincial Bank for Social Policies and the Dien Bien Provincial Bank for Social Policies Branch closely followed the orientation, policies and actual situation of the locality to develop and effectively implement social credit programs in the area. The Provincial Board of Directors has completed 2 members, the District Board has completed 15 members. The Board of Directors has organized 44 meetings to evaluate the implementation results of the Resolution of the Board of Directors, the activities of the Provincial Bank for Social Policies Branch, and the district transaction offices. In 2023, the Provincial Board of Directors inspected and supervised 10 districts, 10 communes, 10 savings and loan groups, and 47 loan households; the District Board of Directors inspected 592 communes, 936 savings and loan groups, and 4,347 loan households.
According to the report of the Provincial Social Policy Bank, in 2023, the loan turnover reached 1,489,744 billion VND, an increase of 47,651 billion VND over the same period last year, with 25,114 customers borrowing capital. Debt collection turnover in the period reached 838,785 billion VND. Total outstanding debt reached 4,669,832 billion VND, an increase of 650,152 billion VND compared to the beginning of the year, a growth rate of 16.17% with 79,310 customers with outstanding debt. The ratio of overdue debt and frozen debt accounted for 0.5% of total outstanding debt. Regarding lending activities entrusted through socio- political organizations, by December 31, 2023, it reached 4,654,038 billion VND, an increase of 641,989 billion VND compared to 2022. The whole province currently has 2,178 loan and savings groups.
In 2024, the Board of Directors of the Provincial Social Policy Bank and the Dien Bien Provincial Social Policy Bank Branch proposed 8 key solutions to effectively implement social policy credit programs in the area.
The conference discussed a number of contents: Coordination with socio-political organizations receiving entrustment in some districts and towns is not really tight and effective; the quality of inspection and supervision work of the Provincial and District Representative Boards; the rate of overdue debt and debt suspension in Nam Po and Muong Nhe districts; the inspection and supervision program and plan of the Provincial Social Policy Bank Board of Directors in 2024.
To complete the 2024 plan, the Provincial Social Policy Bank Branch and district-level transaction offices proactively advise the representative boards at the same level to strengthen the inspection, supervision, and classification of borrowers in the area to minimize the rate of bad debt, overdue debt, and frozen debt. Strengthen coordination with local Party committees, authorities, and socio-political organizations; train, coach, and improve the qualifications of officers and employees; and properly manage lending entrustment activities.
