New draft: Student assessment will undergo a comprehensive 'upgrade'.

TPO - The Ministry of Education and Training has just released a draft Circular promulgating regulations on large-scale national assessment of the quality of general education to solicit widespread feedback.

This draft Circular will replace Circular 51/2011 of the Ministry of Education and Training, which regulates the national periodic assessment of student learning outcomes in general education institutions, issued by the Minister of Education and Training.

According to the Ministry of Education and Training , the current circular only applies to national-level periodic assessments chaired by Vietnam, aimed at evaluating students' learning outcomes in general education institutions, and does not yet cover international assessments in which Vietnam participates.

Students will complete the survey on paper, on a computer, or a combination of both.

However, in the past and in the coming years, Vietnam has been, is, and will continue to participate in many international assessment programs such as PISA (OECD Programme for International Assessment of 15-Year-Olds); SEA-PLM (Southeast Asian Programme for Assessment of Primary Learning); and TALIS (OECD Programme for International Assessment of Teaching and Learning).

These programs are all spearheaded by the Ministry of Education and Training, which also provides guidance for their serious, synchronized, and unified implementation nationwide across provinces, cities, and educational institutions.

Diversify assessment methods.

To reflect the current situation, the draft of the new circular has been expanded to include both "national-scale assessments" and "international-scale assessments".

The new draft has adjusted the content and format of the assessment. Specifically, the assessment content consists of the required learning outcomes for the subjects being assessed, as stipulated in the current general education curriculum.

Students will complete the survey on paper, on a computer, or a combination of both (according to Clause 3, Article 8 of the draft). If necessary to serve state management requirements, the Minister of Education and Training may add further surveys, in addition to the regular national and international surveys.

Regarding the content of the assessment: The assessment is based on the required learning outcomes for the subjects being assessed, as stipulated in the current general education curriculum.

The draft emphasizes assessing students' ability to apply knowledge and skills in solving problems related to their studies and lives. In addition, it includes the assessment of English for students in grades 9 and 11.

The Department of Education and Training is responsible for advising the Provincial/City People's Committee on allocating local budgets or mobilizing other legitimate funding sources to implement national-level large-scale assessment programs as prescribed.

The Ministry of Education and Training stated that the issuance of the new Circular replacing Circular 51/2011/ is of significant importance in achieving the goal of developing a national-level large-scale assessment system in Vietnam.

Once issued, the new circular will contribute to providing periodic, objective, and reliable information on the quality of general education; it will also serve as a basis for proposing policies and solutions to innovate teaching and learning activities, meet the requirements of implementing the General Education Program, improve quality, and promote the international integration of Vietnamese general education.
