Draft admission regulations: A common grading scale is unlikely!

The draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education is being consulted by the Ministry of Education and Training.

In the draft admission regulations, the content "admission scores and benchmark scores in all methods and combinations must be converted to a common scale" is considered by many experts to be difficult to implement.

Disadvantage for candidates

Speaking with Tuoi Tre on December 2, a university representative said that when the Ministry of Education and Training made the amendments, it had been carefully researched and calculated, so there would be certain advantages.

Accordingly, when the scale is converted to one score, it will simplify the entrance standard score, avoiding the situation of confusing standard scores, one major with many scores. This forces schools to calculate the similarity between the admission methods of each school.

Schools must review enrollment data from previous years to objectively evaluate students' academic performance, graduation rates, and graduation ability according to different admission methods for which schools have announced benchmark scores in previous years.

"At that time, schools were forced to calculate to convert to a standard score. If the high school graduation exam score is 25 points, then the corresponding method of considering thinking assessment scores, IELTS, and transcripts must achieve how many points. This is also an invisible disadvantage.

With the same method of evaluating capacity scores, each school may use a different formula. Some schools calculate 100 capacity assessment points to get 25 points on the general scale, while other schools convert it to 30 points" - this person said.

An admissions expert from the National Economics University said that with these changes, the Ministry of Education and Training has analyzed, summarized, and learned from experience in recent years. The draft has many points that are considered to have a positive impact on students in focusing on studying to ensure the 2018 General Education Program. However, the draft also has changes that greatly affect the number of candidates planning to apply early, causing surprise and anxiety for them.

According to this person, the Ministry of Education and Training needs to conduct further research and analysis to assess the impact of the policy before making an official decision. In addition, the Ministry needs to announce it soon so that training institutions can develop/adjust their enrollment plans and announce them early so that candidates can be proactive in their studies and exams.

Impossible!

Dr. Hoang Ngoc Vinh - former head of the Department of Vocational Education of the Ministry of Education and Training - said that converting all methods and combinations of scores to a common standard score scale is a new idea. But to convert, it is necessary to have complete statistical data from 3 to 5 years between the admission groups. Because the nature of the high school graduation exam, the assessment of capacity or the consideration of academic records are all different.

"The nature of the test is to assess students' abilities to get university admission results and on the one hand is the goal of achieving high school graduation standards of the graduation exam. In reality, it is very difficult to have absolute fairness because even in the test of ability assessment, not all candidates have the conditions to participate like students in mountainous areas or ethnic minority areas. Converting scores between methods to a common scale is impossible under current conditions," Mr. Vinh emphasized.

Associate Professor Dr. Nguyen Dinh Duc - Chairman of the Board of the University of Technology, Vietnam National University , Hanoi - said that converting the scores of all methods to a common scale is "forced and baseless". Because the admission scores of the methods depend on the difficulty of the exam and the enrollment quota of each method. This conversion can only be done fairly when there is similarity or equivalence of the exam matrix.

Mr. Duc cited the Hanoi National University's aptitude test as a difficult test. Up to now, no candidate has achieved a perfect score and the number of candidates who scored above 130/150 points can be counted on the fingers. Moreover, in recent years, the high school graduation exam has only served the highest goal of graduating from high school. Other methods are used as university admission methods. The level of differentiation is completely different and cannot be converted mechanically.

"I think the 2025 high school graduation exam that the ministry has announced the sample and matrix of 2025 exam questions has a fairly good differentiation. But to use two in one, combining university admission in the best way to reduce the burden on schools and for candidates to avoid having to take additional capacity assessment exams, we need to discuss further because the high school exam results also depend on the factors of exam supervision and grading.

The exam questions are an important factor but only the first factor. Previous scandals in exams have taught us valuable lessons. If just one of those steps is negligent or negative, the entire admission process will be ruined. At that time, universities cannot rest assured to use high school exam results for university admission," said Mr. Duc.

The application period should not be too long.

According to Associate Professor Dr. Nguyen Dinh Duc, the registration period should not be too long. This is unnecessary and can easily lead to fake registration, lack of concentration, distraction for students and fatigue for schools. Ultimately, the decision of where to study and which school to choose is the ultimate decision of the student.

At the same time, he proposed that the Ministry of Education and Training should support the organization of registration for all admission rounds for all methods during the admission year to ensure fairness and equality between admission rounds.

As for the early admission quota set by the training institution but not exceeding 20% of the quota for each training major or group, according to Mr. Duc, the ministry should reconsider the scientific basis for the proposed rate of 20%.

"Enrollment is the job of universities as regulated by law. Therefore, the ministry should not intervene too deeply and set a control rate if other methods of the schools actually recruit good students with good input quality.

The Ministry should only limit itself to easy admission methods that do not properly assess the quality of input, and at all costs "grab" students.

"It is recommended to set admission quotas for each method and not change or adjust between methods. The quotas for each method are built based on the rate of excellent students entering the training program as well as the on-time graduation rate of the training program and the head of the program is responsible for explaining it," said Mr. Duc.
