Bringing social insurance and health insurance policies closer to the people.

This May, the social insurance sector, in coordination with various agencies, units, localities, and organizations, has carried out numerous communication activities regarding the implementation of social insurance and health insurance policies.

Comrade Dinh Nho Khanh, Deputy Director of the Provincial Social Insurance Agency, stated: On November 21, 2019, the Prime Minister issued Decision No. 1676/QD-TTg approving the Project on comprehensively reforming the content, form, and methods of social insurance communication. Accordingly, May is designated as the month for promoting universal social insurance. The main objective of the Project is to comprehensively reform the content, form, and methods of communication to ensure that all officials, Party members, and citizens understand the benefits, role, significance, and key reform contents of social insurance policies, thereby creating a strong shift in awareness and fostering consensus in the process of building and implementing social insurance policies towards universal social insurance.

In response to the National Social Insurance Month, the Provincial Social Insurance Agency directed the district and city Social Insurance agencies to develop specific plans to report to the District-level Steering Committee for the Implementation of Social Insurance and Health Insurance Policies. This committee then issued a plan to organize a high-intensity communication campaign during the National Social Insurance Month, contributing to enhancing the role and responsibility of local Party committees and authorities in implementing laws on social insurance and health insurance.

In addition, the Provincial Social Insurance agency continues to advise the Provincial Party Committee and the Provincial People's Committee on strengthening leadership and guidance in implementing social insurance and health insurance policies; and proactively coordinates with relevant departments and agencies to promote communication about these policies.

Provincial and district/city social insurance agencies should strengthen coordination with collection service organizations and collection staff to review people who have not yet participated in voluntary social insurance and family health insurance, in order to develop appropriate communication methods such as: through dialogue conferences, customer communication conferences, and direct communication with the people…

In communes, wards, and towns throughout the province, the implementation of social insurance and health insurance policies has always received special attention from Party committees, authorities, the Fatherland Front, and other organizations, who have implemented numerous solutions to achieve and surpass the targets set by the Steering Committee for the Implementation of Social Insurance and Health Insurance Policies in districts and cities.

According to Comrade Luu Van Dinh, Vice Chairman of the People's Committee of Dong Phong commune (Nho Quan district): The commune's Steering Committee for the implementation of social insurance and health insurance policies has focused on implementing solutions appropriate to the local reality, understanding the situation, needs, and economic conditions of each household to mobilize support through various forms. The commune has intensified propaganda and dissemination of the purpose, meaning, and humanitarian nature of social insurance and health insurance policies through diverse and rich forms, calling on and mobilizing cadres, Party members, and civil servants to be exemplary leaders in implementing the policies, and actively encouraging relatives and family members to register for social insurance and health insurance.

Currently, in the commune, there are 130 workers participating in voluntary social insurance, and over 4,700 people participating in family health insurance, achieving a coverage rate of 94% of the commune's population. Thanks to the strong attention and involvement of the local Party committee and government, every year more people have been able to fully and promptly benefit from social insurance and health insurance policies, contributing to stabilizing their lives and ensuring social security in the locality.

Participating in the propaganda and mobilization work during the National Social Insurance Month with the Hoa Lu District Social Insurance Office, Ms. Nguyen Thi Hai, an employee of the Ninh My Commune Cultural Post Office , said: "The peak month of propaganda has created a strong communication campaign to help people quickly and fully access information about social insurance and health insurance policies."

For those of us working as insurance agents, effective communication is a crucial factor in successfully persuading people to participate in insurance. Through this communication effort, I have so far successfully encouraged over 100 people to participate in voluntary social insurance and over 200 people to participate in family health insurance…

Having decided to participate in voluntary social insurance at this opportune time, Mr. Tran Quoc Hoan and his wife (Ninh My commune, Hoa Lu district) were present at the launch ceremony of the campaign to promote and encourage people to participate in voluntary social insurance and universal health insurance in Hoa Lu district.

Mr. Hoan shared: "My wife and I are self-employed. After being informed and thoroughly explained about the benefits of having a social insurance card, we decided to participate immediately because the monthly insurance premium is not much, and especially because it is considered an investment for the future…"

Mr. Nguyen Huu Thang (Kinh Chuc village, Gia Phu commune, Gia Vien district) said: "My wife has participated in social insurance because she is a worker at a company in Gian Khau Industrial Park, and I am a freelance driver. Aware that participating in voluntary social insurance is essential for securing our future, I only need to save a small amount each month to have a social insurance book. Having both social insurance books will give us more peace of mind in our old age…"

The National Social Insurance Month has been and continues to be actively implemented by localities throughout the province through many practical and specific activities. Among these, mobile communication activities along roads, in residential areas, and in public places such as markets, village cultural centers, and neighborhoods have contributed to bringing useful information about social insurance and health insurance policies to a large number of people.

Districts and cities have set specific targets for mobilizing the number of people participating in social insurance and health insurance during the National Social Insurance Month, in order to develop solutions to strive for their achievement.
