According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the Central Region Hydro-Meteorological Station, and the Dak Lak Province Hydro-Meteorological Station, on November 24, the center of the tropical depression is at about 9.6 degrees North latitude; 126.5 degrees East longitude and is likely to strengthen into a storm that directly affects the Central provinces, including Dak Lak province, and cause heavy rain from November 28 to 29, with common rainfall from 150 - 250 mm, in some places over 350 mm.
Implementing the direction of the Chairman of the Provincial People's Committee, the Dak Lak Provincial Civil Defense Command requested the owners of Song Ba Ha, Song Hinh and Krong H'nang hydropower reservoirs to organize the operation to bring the reservoir water level back to flood level, before 10:00 a.m. on November 28, 2025.
Specifically, Song Ba Ha Hydropower Plant: 102.0 m, Song Hinh Hydropower Plant: 204.5 m, Krong H'nang Hydropower Plant: 251.5 m. When operating flood discharge, it is necessary to comply with the regulations on the order of opening and closing the sluice gates, ensuring that no sudden, unusual artificial floods directly threaten the lives and property of people in the riverside areas downstream of the reservoir.

During the recent flood, the rain started on November 15, from the morning of November 18 to the end of November 20 was the time of especially heavy rain, from the morning of November 21 to the end of November 23 the rainfall began to decrease. Thus, this period of rain lasted for 9 days, in which the peak was 3 consecutive days of rain, with especially heavy rainfall.
Faced with the situation of heavy rain, the flood flowing downstream is getting higher and higher, in which the water volume flowing from the hydroelectric reservoirs at the peak is about 20,000 m3 /s. Before the very urgent time, the Head of the Provincial Civil Defense Command discussed with the Ministry of Agriculture and Environment , and at the same time, asked for the opinion of Deputy Prime Minister Ho Quoc Dung directly by phone.
After receiving the approval of the Deputy Prime Minister , the Provincial Civil Defense Command issued Document No. 0139/BCHPTDS-PCTT, dated November 19, 2025 to raise the water storage level to the design flood level. This is a very important solution to regulate and help reduce a large amount of water (4,000 m3 /s) flowing downstream.
