Turn emulation movements into a driving force for innovation and creativity

The mark of emulation to build the country

In his opening speech, Minister Nguyen Van Hung emphasized President Ho Chi Minh 's teaching: "Competition is patriotism". This is a command from the heart, urging every cadre, civil servant, public employee and worker of the Industry to strive.

With the motto "Decisive action - Aspiration to contribute", the emulation movement in the past 5 years has spread strongly in many fields. In culture, competing to preserve identity, promoting the quintessence of Vietnam to the world; in sports , training the will to enhance the national position; in tourism, innovating to affirm Vietnam as a safe and attractive destination; in journalism and media, becoming a conduit of knowledge connecting the Party, State and People.

The Minister said that from the emulation movements, many good models and typical factors have emerged. The Ministry has presented nearly 400 Labor Medals, nearly 800 Certificates of Merit to the Prime Minister, 26 collectives were awarded the Government's Emulation Flag; the President awarded 16 Ho Chi Minh Awards, 112 State Awards, and hundreds of noble artist and artisan titles. Notably, at the 80th Anniversary of the Industry's Traditional Day, the Ministry was awarded the First Class Labor Medal.

The Congress takes place in the context of the Party and State implementing many strategic policies for the country to enter a new era of development. The Politburo is also preparing to issue a Resolution on cultural revival and development, which is expected to create a stronger foundation and driving force for the culture, sports and tourism sector.

The Minister emphasized that patriotic emulation needs to be demonstrated through concrete actions: from timely policy advice, building works and works of art rich in humanity, creating a healthy cultural environment, promoting tourism, developing modern cultural and sports institutions, to raising the level of high-performance sports, training quality human resources. Most importantly, emulation is to realize the manifesto of action: "Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge".

Attach specific tasks to each emulation movement

In his speech, Deputy Prime Minister Le Thanh Long commended the achievements of the Ministry of Culture, Sports and Tourism, actively contributing to the patriotic emulation movement and the country's development.

According to the Deputy Prime Minister, the outstanding results include: a strong shift in thinking from "doing culture" to "state management of culture"; perfecting the system of 433 legal documents; achieving many achievements in preserving and promoting heritage, successfully organizing many major cultural events; UNESCO listing more Vietnamese heritages; a system of cultural institutions formed from the central to local levels; developing cultural industries; expanding cultural, sports and tourism diplomacy.

Tourism has recovered strongly after the pandemic, exceeding targets for many years, becoming an economic bright spot. In the first 8 months of 2025, Vietnam welcomed nearly 14 million international visitors, an increase of 22% over the same period, with total revenue estimated at over 700 trillion VND. Vietnam has continuously received international tourism awards.

Mass sports have developed widely, high-performance sports have achieved many results, contributing to raising the happiness index and human development index (HDI). The Ministry has also coordinated the successful organization of many major events such as the 70th anniversary of Dien Bien Phu Victory, the 50th anniversary of Southern Liberation Day, the 80th anniversary of August Revolution and National Day September 2.

The Deputy Prime Minister requested the culture, sports and tourism sector to continue promoting tradition, turning emulation movements into a driving force for innovation and creativity, linked to the specific tasks of each agency, unit and locality. Some key tasks were emphasized, namely: preserving and promoting traditional cultural values, building a healthy cultural life; linking with the program of building new rural areas and civilized urban areas; perfecting the draft Resolution of the Politburo on cultural revival, promptly deciding on investment in the National Target Program on cultural development; encouraging creativity, preserving heritage, developing cultural industries and entertainment industries; building sustainable, creative, civilized and professional tourism, becoming a spearhead economic sector; developing green and smart tourism, enhancing Vietnam's position on the world tourism map.

In addition, the Deputy Prime Minister suggested that the cultural sector should promote the movement "All people exercise following the example of great Uncle Ho", combining with improving health, stature, and quality of human resources; focus on investing in high-performance sports, aiming at professionalization and socialization, gradually improving the position of Vietnamese sports; promote the role of press and publishing in promoting the country's image; build a digital media ecosystem, apply new technology; promote digital transformation in heritage management, museums, libraries, cinema; digitize data, apply modern technology in sports training, and manage emulation and rewards.

At the Congress, on behalf of the Party and State leaders, Deputy Prime Minister Le Thanh Long awarded the title of Hero of Labor to Coach Mai Duc Chung. The Prime Minister awarded the Emulation Flag to 3 groups: the Department of Organization and Personnel, the Department of Cultural Heritage and the Vietnam Contemporary Arts Theater. Minister Nguyen Van Hung awarded Certificates of Merit to 21 groups and 57 outstanding individuals for the 2021-2025 period.

Deputy Minister Trinh Thi Thuy also launched the Patriotic Emulation Movement for the 2025-2030 period, calling on the entire industry to continue promoting tradition, creativity, solidarity, and achieving many new achievements, contributing to building a strong, prosperous, and happy country.
