On the morning of July 26, the Quang Hoa Commune Party Committee solemnly held the 1st Congress of Delegates for the 2025-2030 term, with the participation of 158 Party members from 16 affiliated grassroots Party organizations.

Cultural performance to welcome the Congress

In the 2020-2025 term, the Quang Hoa Commune Party Committee has focused on leading and directing the synchronous implementation of solutions to promote local economic and social development.

The average growth rate of the commune in the past 5 years reached 7.18%; of which: agriculture and forestry increased by 9.66%; small-scale industry, agricultural processing and construction increased by 4.74%; service sector increased by 2.15%.

Most notably, the total social development investment capital of the commune in the 5 years of implementation was more than 163.4 billion VND, more than 6 times higher than the Resolution. Total state budget revenue increased by an average of 17.75%/year (Resolution increased by 3-5%). Average income per capita reached 42.9 million VND/person/year. The poverty rate decreased to 12.13%...

Speaking at the opening of the Congress, Secretary of the Commune Party Committee and Chairman of the Commune People's Council Vo Van Nam stated that, promoting the achievements, in the coming term, Quang Hoa will focus on mobilizing resources and taking advantage of support from all levels and sectors to comprehensively develop the economy and society. Striving to bring Quang Hoa commune to the new rural finish line by 2030.

In the 2025-2030 term, the Commune Party Committee has proposed three development breakthroughs in agriculture, industry, and administrative reform. The Commune Party Committee has also identified a number of key projects and works using state budget capital to focus on leadership, direction and implementation, creating breakthroughs in local development.

Standing Deputy Secretary of the Commune Party Committee Giang Seo Chung reported on the review of the Executive Committee and the Standing Committee of the Commune Party Committee.

These are: Upgrading and renovating provincial road 4B (connecting national highway 28 through national highway 27); investing in clean water projects in the commune; investing in national grid projects; investing in building markets, bus stations, waste collection and treatment sites, etc.

Speaking at the Congress, Vice Chairman of the Provincial People's Council Y Quang BKrong acknowledged that despite being a particularly difficult locality, Quang Hoa has made efforts to achieve many important results in many fields.

He suggested that in the coming time, the Commune Party Committee should urgently propose to the Provincial People's Committee to rotate and mobilize experienced cadres to work in the area, ensuring human resources to meet the 2-level local government model, especially at the Public Administration Center.

In Lam Dong's development orientation to 2030, with a vision to 2045, Quang Hoa will become a new dynamic development space, a place that combines "three strategic pillars", including: Ecological economy - digital society - cultural identity.

Quang Hoa currently has more than 95% ethnic minorities living there.

In that spirit, the Commune Party Committee needs to develop a strategy in spatial development planning, taking advantage of digital transformation to expand the market, increase the value of local agricultural products and services. At the same time, preserve and promote the traditional cultural values of ethnic communities.

Regarding the three breakthroughs that the Party Executive Committee of the commune presented to the Congress, these are key factors that play a fundamental role and lead the development process, improving the quality of economic and social development.

Therefore, the Party Executive Committee of the commune needs to prioritize the selection of breakthrough sectors and fields that are suitable to the practical situation of the locality for effective implementation.

The Vice Chairman of the Provincial People's Council also noted: "Quang Hoa has more than 95% ethnic minorities living there. Therefore, each commune official must understand the characteristics of each population group as well as their identity and traditional customs, taking cultural consensus as the foundation for building a strong great unity bloc."
