Buon Don District, Dak Lak Province (old) has seven commune-level administrative units. After merging administrative units, from July 1, 2025, the district will be divided into three new communes including Buon Don, Ea Nuol and Ea Wer - the central commune, with many difficulties but also full of hope.
Sharing with us, Comrade Lai Thi Loan - Secretary of the Ea Wer Commune Party Committee happily announced: The first Congress of the Commune Party Committee, term 2025-2030, which took place on July 23 and 24, was a great success. Based on the opinions discussed at the Congress and receiving instructions from superiors, the Congress issued a Resolution with a notable highlight being the identification of three breakthroughs - planning a vision for the future, both medium and long term. Specifically, the first is to create a breakthrough in personnel work, building a team of cadres and civil servants with sufficient qualities, capacity and prestige to meet the requirements of the task; second, promoting administrative reform associated with digital transformation, improving the effectiveness of management, operation and service to the people; and third, developing multi-value agriculture in an effective and sustainable direction, associated with new rural construction.
With the spirit of "Solidarity - Democracy - Discipline - Breakthrough - Development", the recent Congress determined the general goals in the coming period of the commune as follows: Strengthening the building of a strong and comprehensive Party and political system; constantly improving the leadership capacity and fighting strength of the Party Committee; continuing to innovate and improve the operational capacity of the government, the Fatherland Front and socio-political organizations; promoting social democracy and the strength of national solidarity; focusing on effectively mobilizing resources to meet the requirements of economic, cultural and social development; effectively utilizing advantages and strongly developing trade and services, gradually developing industry and handicrafts, developing agriculture in the direction of goods and value chains associated with protecting the ecological environment and responding to climate change. Along with that, continuing to care for and improve the material and spiritual life and health care for the people.
After the Congress, the question is, how to put the resolution into practice? That is the reality, the implementation stage must be deployed synchronously, flexibly and scientifically. First of all, it is necessary to ensure the operation of the Public Administration Service Center. Chairman of the People's Committee of Nguyen Huu Truyen commune said: The commune has arranged personnel for the Center according to regulations; fully equipped with computers, printers, internal network system, electronic one-stop software connecting with the provincial level; has a reception area, guidance desk, publicly posted administrative procedures and equipment to support people initially relatively fully; using online public services.
“According to regulations, the total number of administrative procedures implemented under the two-level local government model includes 376 procedures in areas under the jurisdiction of the commune level. Provisional statistics show that in the first month after the merger, the total number of records received by the Center from July 1 to July 25 was 556, of which 428 records were processed and 128 records are being processed. There are no overdue records,” said comrade Nguyen Huu Truyen, citing the facts.
These initial positive results were achieved because the commune leadership was united, closely following the resolutions of the Party Committee and the People's Council, and clearly assigning tasks to specialized departments and affiliated units. The specialized departments closely coordinated with agencies and units to deploy propaganda contents in accordance with the policies and guidance documents of superiors. From there, it created a high level of interest and consensus on the awareness of compliance with policies and laws of cadres, party members and people in the commune.
Although it is a commune with many difficulties, with the initial efforts of both the cadres and people here, it is showing that the targets in the Resolution with a total production value of 1,880 billion VND, an average annual production value growth rate of 10-12%, agriculture-forestry-fishery increasing by 6-8%/year... will soon become a reality.
