Prime Minister: Using helicopters to evacuate people in the key areas of storm No. 5

The Prime Minister requested drastic implementation of emergency response measures to storm No. 5. In particular, the Ministers of National Defense and Public Security directed the deployment of forces and vehicles (including helicopters) in key areas to support the evacuation of people.

On August 25, Prime Minister Pham Minh Chinh signed Official Dispatch No. 146 directing the continued drastic implementation of response work to storm No. 5.

The dispatch stated that storm No. 5 with very strong intensity is still moving rapidly towards our country's mainland. According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. today, the eye of the storm was about 120km from Nghe An and 100km east of Ha Tinh ; the strongest wind near the eye of the storm was still at level 13-14, gusting to level 16; the storm has begun to cause strong winds of level 7-8, gusting to level 9 in coastal areas from Thanh Hoa to Ha Tinh provinces and will gradually strengthen as the storm continues to move ashore.

This evening, the eye of the storm will make landfall directly in the Nghe An - Ha Tinh area with the strongest wind near the eye of the storm possibly reaching level 12-13, gusting to level 16, causing rising water, large waves, risk of insecurity for sea dykes, coastal roads, deep flooding, landslides in the coastal areas of Thanh Hoa and northern Nghe An. Provinces from Hung Yen , Ninh Binh also need to be on guard against large waves causing overflow, landslides, and breakage of sea dykes, river dykes. Heavy rain storm, very high risk of flash floods, landslides in mountainous areas, flooding in urban areas, low-lying areas and along rivers and streams.

Following the Official Dispatches No. 141 dated August 22 and No. 143 dated August 23, in order to focus on responding to storm No. 5 and floods caused by the storm, ensuring the safety of people's lives, limiting damage to people's and State's property, the Prime Minister requested ministers, heads of ministerial-level agencies, agencies under the Government; secretaries and chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Hung Yen, Ninh Binh provinces and localities with forecasts of prolonged heavy rain after the storm, according to their functions, tasks and authority, to continue to focus on leading, directing and drastically implementing emergency response measures to storm No. 5 and floods.

The Prime Minister emphasized the spirit of proactive response at the highest level; ready to deploy the fastest work to overcome the consequences of natural disasters immediately after storms and floods to ensure the activities to celebrate the 80th anniversary of National Day on September 2 and the opening of the new school year are safe, joyful and warm for the people.

The Secretaries and Chairmen of the People's Committees of Thanh Hoa, Nghe An, Ha Tinh and Quang Tri provinces continue to focus on directing the evacuation and relocation of residents in dangerous areas, especially on boats at anchorages, rafts, aquaculture huts, and in weak houses; urgently review and immediately implement the evacuation of residents in areas at risk of flash floods, landslides, deep flooding, and rapid water flow; decide to limit people and vehicles on roads and rivers, and strictly control people's travel when strong storms, floods, and heavy rains directly affect to avoid incidents.

At the same time, the secretaries and chairmen of the People's Committees of the above provinces need to assign leaders of the Provincial Party Committee, Provincial People's Committee, members of the Standing Committee, and Party Executive Committee to directly direct, inspect, and urge response work in key communes and wards, especially communes, villages, and hamlets at risk of being isolated by storms and floods.

Focusing on evacuating people from dangerous areas; ensuring food, essential supplies, electricity, and uninterrupted communication from villages, communes, wards to the provincial level; directing the safe operation of hydroelectric and irrigation dams; arranging vehicles and equipment to be ready to deploy rescue when there is a situation...

The Minister of Agriculture and Environment is required to continue to direct forecasting work, provide complete, timely and accurate information on the developments of storms, floods and rains; direct the work of ensuring the safety of dikes, dams, and protecting agricultural production...

The Minister of Industry and Trade directs the work of ensuring safety for hydroelectric dams, power systems and other activities of the industry.

The Minister of Construction directs the work of ensuring safety for people and vehicles and ensuring safety for road, rail, waterway, air traffic activities...

The Ministers of National Defense and Public Security directed the deployment of forces and vehicles (including helicopters) in key areas to support the relocation and evacuation of residents and be ready to deploy rescue work when requested...

Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to deploy response work to storm No. 5 and floods.
