According to forecasts from the National Meteorological and Hydrological Agency, heavy to very heavy rain is expected in Da Nang city and the eastern provinces from Quang Ngai to Khanh Hoa, with rainfall amounts ranging from 100 to 250mm, and locally exceeding 350mm. Continuously from November 17th to 18th, to proactively prevent, avoid, and respond to floods and landslides in affected areas, and to ensure the safe operation of power plants and the lives and property of the people, EVNGENCO3 has instructed its units and representatives to urgently implement all directives from the Prime Minister, the Ministry of Industry and Trade , and the Group in official dispatches and documents regarding responding to floods and landslides in these areas.
EVNGENCO3 has directed power plants in the Central and Central Highlands regions, including Buôn Kuốp Hydropower Plant, Vĩnh Sơn - Sông Hinh Hydropower Plant, Sê San 3A Hydropower Plant, and Vĩnh Tân Thermal Power Plant, to strictly implement the directives of the Ministry of Industry and Trade, EVN, and the General Corporation's instructions on disaster prevention and rescue work in 2025.
The units closely monitor weather developments, regularly update forecasts and warnings from the National Center for Meteorological and Hydrological Forecasting and the National Steering Committee for Civil Defense; ensuring full readiness of human resources, materials, equipment, and logistics according to the "4 on-the-spot" and "3 ready" principles.

Before and during the rainy season, EVN and the Corporation directed their units to implement plans to ensure the safety of dams and reservoirs, especially in vulnerable areas; deployed additional personnel to proactively and promptly handle any potential safety incidents, particularly emergency flood releases; and ensured the readiness of flood release systems, water intake gates, water discharge gates, and downstream safety monitoring and warning systems.
Over the past few days, the Corporation and its hydropower units have continuously monitored and collected meteorological and hydrological information, operating the plants to ensure compliance with single-reservoir/multi-reservoir operating procedures and regulation orders. They have promptly reported the situation and advised the National Civil Defense Steering Committee/Ministry of Agriculture and Environment and the local Civil Defense Command on regulating and releasing water from reservoirs to cut/reduce/delay floods, ensuring the safety of the structures and downstream areas.

For example, at 5:00 PM on November 19, 2025, anticipating a major flood in the reservoir based on the inter-reservoir operating procedure, EVNGENCO3/Buon Kuop Hydropower Company proactively increased the spillway discharge rate of Buon Tua Srah Hydropower Plant to 540 m3/s. Adding the turbine flow, the total amount of water discharged downstream reached 710 m3/s to achieve the goal of reducing the water level from 487.19m to 487m, thereby increasing flood control capacity in preparation for the flood from Krong No 3 Hydropower Plant. By 3:00 AM on November 20, 2025, the flood inflow peaked at 1645 m3/s.
At that time, the turbine flow rate was 150 m3/s, and the spillway discharge was 912 m3/s. The Buôn Tua Srah reservoir reduced the discharge by 583 m3/s, retaining it in the reservoir. The reservoir water level gradually increased to 487.27 m, balancing with the reduced flow, thus mitigating potential flooding downstream. From 4:00 AM to 4:00 PM on November 20, 2025, the inflow into the reservoir tended to stabilize at 1400 m3/s. The plant switched to a balanced discharge mode, gradually reducing the water level to ensure the safety of the structure and the downstream area.
According to reports from the units, the situation at EVNGENCO3's power plants and reservoirs is safe and operating normally. The Corporation and the plants have been proactively coordinating well with the authorities and the Civil Defense Command of the localities; continuously monitoring and releasing water from reservoirs according to the procedures and requirements of the competent agencies; regularly keeping abreast of the situation in downstream areas, ensuring that the notification, information, and warning systems are functioning well, and preparing for subsequent response plans.
