Resolution 46/2024 of the Hanoi People's Council regulating the payment of additional income for cadres, civil servants and public employees working in State agencies, socio-political organizations and public service units is assessed to demonstrate the concern of the City's leaders for cadres, civil servants and public employees in the area in increasing income and improving life.
However, according to the Resolution, cadres, civil servants and public employees working in public service units with revenue (not fully covered by the State budget for regular expenditure) are not entitled to enjoy it.
While there are currently 119 high schools in Hanoi that are regularly autonomous and more than 200 schools from kindergarten to junior high school have been selected to pilot ordering educational services. This has created inequality and unfairness within the staff, civil servants and public employees of the capital.
According to teachers, partially or fully autonomous public schools only change the form of allocation from budget allocation to ordering educational service prices. In essence, they are still public service units fully guaranteed by the State budget.
Especially from September 2025, when implementing the policy of free tuition for students from kindergarten to high school nationwide, public schools will have no other source of income other than the budget. Therefore, excluding teachers from the support policy is not suitable with reality.
Therefore, 9,771 officials and teachers working at public schools in Hanoi recently sent a letter, requesting the leaders of Hanoi city to consider and adjust the scope of beneficiaries in Resolution 46, so that all officials and teachers in the capital can benefit.

After more than 20 years working in the education sector, Mr. To Manh Kien, a teacher at Xuan Mai High School, Hanoi, regrets not being eligible for the additional income under Resolution 46/2024.
"Our unit is in the pilot phase of financial autonomy, for this reason, according to current regulations, we are not eligible for additional income. This creates a big difference, an invisible gap not only in terms of income but also the feeling of being left behind compared to other colleagues," said Mr. Kien.
According to Mr. Kien, the life of a teacher, especially when he is middle-aged and has many family burdens, is not always easy.
The additional income from Resolution 46 is not just a sum of money, but also a recognition, a source of motivation and an affirmation that the contributions of those working in education are always recognized and appreciated by the city.
"I believe that leaders at all levels understand these legitimate thoughts and aspirations. I respectfully hope that leaders at all levels will consider this comprehensively and have specific and flexible policies so that teachers like us, who have been silently contributing to the education cause of the capital, can also enjoy appropriate treatment," said Mr. Kien.
Sharing the same sentiment, Ms. Phung Thi Tan, a teacher at Tung Thien High School, said that Resolution 46 is an important policy to motivate and encourage staff, civil servants, public employees, and teachers. However, not everyone enjoys this policy, many teachers feel disadvantaged, while teaching requires equal dedication, responsibility, and pressure.
"We hope that the city leaders will consider expanding the scope and subjects of application of the policy. This is not only a fair recognition, but also a great source of encouragement, helping teachers to be more confident and enthusiastic in contributing to the cause of educating people," said Ms. Tan.
Teachers all expressed that adjusting the beneficiaries of the additional income spending policy is very necessary, both in accordance with the spirit of Resolution No. 71-NQ/TW and ensuring fairness in policies for the staff, civil servants and public employees of Hanoi city.
