On September 24, in Phu Quoc, Viettel Enterprise Solutions Corporation (Viettel Solutions) started the project of the Intelligent Monitoring and Operation Center (IOC) - one of the 10 key projects serving the APEC 2027 Summit Week. The project marks a strong transformation of Phu Quoc in the journey of building a smart city, applying comprehensive digital technology to urban management and development.

The IOC Center is designed as the “digital brain” of the city, integrating data from three main sources: Smart devices (cameras, drones, etc.), management software systems and feedback from citizens and businesses. From there, the system forms 17 groups with 72 result indicators and 83 reporting indicators, providing real-time information, supporting local leaders to make quick and accurate decisions.
Notably, the technology system deployed in Phu Quoc has a scale and level of synchronization that is rare in Vietnam. The city will be equipped with 1,800 facial recognition cameras, 12 surveillance drones, 2 water monitoring stations, 9 air monitoring stations according to 14 environmental indicators and 12 smart traffic light control cabinets. AI and IoT technologies will be integrated to analyze traffic flow, build vehicle heat maps, adjust traffic light signals in real time, monitor forest fires and monitor the environment immediately.

The data center with 5 separate components helps the system operate stably, with high security and easy connection and sharing of data across the special zone. This is an important foundation for Phu Quoc to develop digital urban services, smart tourism and digital economy .
With experience in deploying more than 40 IOC systems nationwide, Viettel Solutions has built for Phu Quoc a solution set of more than 2,000 urban management problems, concretized through specialized software applications. These solutions help the government effectively handle issues from planning, construction, traffic to environment and security and order.
Not only serving the government, the project also brings direct benefits to people and businesses through the digital citizen application. People can look up urban information, register for health and education services, report violations of construction order, etc., creating a modern and transparent communication channel between the government and the community.
The entire system is expected to be operational from March 2027, serving the APEC conference and affirming Phu Quoc's position as a pioneering smart city, ready to integrate and make a breakthrough in the digital age.
