With the SIM deactivation deadline approaching, tens of millions of unverified subscribers remain.

From June 15th, subscribers who do not complete biometric verification after switching to a new device may have their service blocked one-way, two-way, or terminated.

At a press conference held by the Ministry of Science and Technology on June 1st, Mr. Nguyen Anh Cuong, Deputy Director of the Telecommunications Department ( Ministry of Science and Technology ), answered many questions related to the roadmap for supporting subscriber verification according to Circular 08/2026 of the Ministry of Science and Technology, before the deadline of June 15th for one-way SIM card blocking if verification is not completed.

According to Article 8 of Circular 08/2026 of the Ministry of Science and Technology , when a subscriber is found to be using a completely new device, the telecommunications enterprise is responsible for reviewing and requiring the subscriber to perform facial biometric authentication.

If the user has not completed the verification process within 2 hours of detecting the device change, the network provider will block outgoing calls for the subscriber.

After 30 days from the date of one-way blocking, if the subscriber still does not complete the verification process, the SIM card will be blocked again in both directions. After another 5 days, the telecommunications company has the right to terminate the service contract with this subscriber.

According to a representative from the Telecommunications Department, the situation where a phone number simultaneously appears on two different electronic identity accounts does not occur because the verification process is performed automatically and linked to a unique user identity.

Mr. Cuong stated that the system is built on the principle of unique identification. Therefore, there is no situation where the same phone number appears simultaneously on two different electronic identification accounts.

If the actual user is not the person whose name is on the subscriber's registration, the management agency will standardize the information. If the original subscriber confirms they are no longer using the phone number, that number will be blocked to allow for re-registration for the current user.

According to the authorities, if the original registered owner still insists on ownership of the subscriber number, especially for attractive or high-value numbers, the authorities will apply the dispute resolution procedure.

In case of disputes, individuals wishing to register the SIM card under their own name must provide proof of actual usage, including communication history, usage time, and ownership of the physical SIM. Verification of ownership cannot be done solely through electronic systems.

According to the Telecommunications Authority, the number of unverified phone numbers has decreased significantly recently, from over 34 million to approximately 25 million. Currently, authorities have verified over 7 million phone numbers and are requesting approximately 1.6 million unverified subscribers to standardize their information.

Previously, from April 15th, people could verify their subscriber information through the VNeID application. Subscribers who have already been verified using a level 2 VNeID account or a chip-embedded citizen ID card as per regulations will not need to re-verify, except in cases of device changes from June 15th onwards.
