Ho Chi Minh City to reorganize neighborhoods, hamlets, and villages in June.

The Ho Chi Minh City People's Committee has just issued a plan for reorganizing neighborhoods, hamlets, villages, and residential areas; and simultaneously assigning part-time personnel to operate within these areas.

Ho Chi Minh City currently has 168 commune-level administrative units with 5,947 neighborhoods, hamlets, villages, and residential areas. The city is implementing a plan to review and reorganize these units in accordance with government regulations, ensuring they are appropriate to the population size, local characteristics, and basic management requirements.

According to regulations, a neighborhood in a ward must have at least 700 households; a hamlet or village in a commune and a residential area in a special zone must have at least 500 households.

Some localities with specific conditions, such as Thanh An commune, Con Dao special zone, or areas with scattered populations and difficult transportation, are subject to lower criteria.

The Ho Chi Minh City People's Committee has requested localities to compile statistics on the current situation of households and non-professional personnel, while also reviewing geographical, socio-economic conditions and people's aspirations to develop appropriate arrangements.

The reorganization must ensure political stability, social order and security, and create consensus among the people.

After consulting with the Standing Committee of the Party Committee at the commune level, localities will submit their plans to the Department of Internal Affairs before June 2nd. The overall plan for the entire city will be submitted to the Standing Committee of the City Party Committee for consideration before June 10th.

From June 13th to before June 18th, the People's Committee at the commune level will organize a public consultation on the project, then compile and finalize the dossier to submit to the People's Council at the same level for consideration and decision.

Ho Chi Minh City requires that the reorganization not change the administrative boundaries at the commune level, and limits the division of neighborhoods, hamlets, villages, and residential areas, except in necessary cases due to geographical or demographic factors.

Local authorities are arranging and settling benefits for part-time workers; this is expected to be completed before June 30th.

The plan also stipulates the termination of the self-governing community group model and the residential group models at the neighborhood, hamlet, and residential area levels throughout the city.
