
Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong recently signed Decision No. 241/QD-UBND dated January 14, 2025, allowing the Vietnam Exhibition and Fair Center Joint Stock Company to adjust the land user's name, extend land use rights, and change the land use purpose of 68,382.9 m2 of land at 148 Giang Vo Street, Giang Vo Ward, Ba Dinh District, to implement a mixed-use commercial, service, and cultural complex project.
Accordingly, the name of the land user in Decision No. 654/QD-UBND dated January 30, 2011 and Decision No. 5454/QD-UBND dated November 23, 2012 of the People's Committee of Ho Chi Minh City is adjusted from Vietnam Exhibition and Fair Center One-Member Limited Liability Company to Vietnam Exhibition and Fair Center Joint Stock Company; and the land use term for Vietnam Exhibition and Fair Center Joint Stock Company is extended as follows: The land use term is extended from January 30, 2018 (the expiration date of the land lease according to Decision No. 5454/QD-UBND dated November 23, 2012 of the People's Committee of Ho Chi Minh City) until the People's Committee of Ho Chi Minh City signs the Decision on changing the land use purpose.
The Vietnam Exhibition and Fair Center Joint Stock Company is permitted to change the land use purpose of 68,382.9 m2, with its land use rights extended, to commercial and service purposes to implement the mixed-use commercial, service, and cultural complex project, in accordance with Decision No. 6452/QD-UBND dated December 17, 2024, approving the investment policy and simultaneously approving the investor.
The location and boundaries of the land for the project are determined in the 1/500 scale land use master plan drawing prepared by Vietnam Architecture Joint Stock Company, and confirmed by the Department of Planning and Architecture as consistent with Decision No. 3696/QD-UBND dated July 16, 2024 of the People's Committee of Ho Chi Minh City and the Notice of Area dated December 19, 2024 of the Department of Natural Resources and Environment.
Out of a total of 68,382.9 m2 of land, 40,435.2 m2 is designated as a mixed-use area combining commercial, service, and office spaces, including: plots HH-01, HH-02, TM-01, TM-02, TM-03, CX-01, GT2 with 4 basement levels; and plots TM-04 to TM-08. Land use type: State leases the land with a one-time payment for the entire lease period; the lease term is 50 years from the date of signing the land lease decision.
8,814.5 m2 of land for a multi-level school at plot GD. The land use form is state-owned land leased with annual rent payments; the lease term is 50 years from the date of signing the land lease decision.
19,133.2 m2 of land for green spaces and transportation. The State allocates this land free of charge. The investor is responsible for constructing the complete technical infrastructure and handing it over to the local government for management and shared use within the city according to regulations. Details include: 3,744.6 m2 of landscape green space in plots CX-02, CX-03, CX-04; 105.0 m2 of urban green space in plot CXĐT; and 15,283.6 m2 of transportation land in plots GT1, GT3, GT4, GT5.
The People's Committee of Ho Chi Minh City assigns the Vietnam Exhibition and Fair Center Joint Stock Company the responsibility to use the leased land area within the boundaries and in accordance with regulations; to position the construction project correctly according to the approved plan and construction permit; and to implement the investment project in accordance with the laws on land, investment, construction, environment, and the regulations of the People's Committee of Ho Chi Minh City.
