In case the project has not been completed or ended by the end of the capital allocation period in 2025, the People's Committee of Phu Ninh district is responsible for reporting and reviewing responsibilities according to the provisions of Article 57 of the Law on Public Investment 2024 and other relevant legal provisions, sending to the Department of Finance to preside over and coordinate with relevant agencies and units to review and advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision on extending the capital allocation period to implement the project according to regulations.

In Official Dispatch No. 3019 dated April 15, 2025, the Provincial People's Committee agreed in principle to allow the People's Committee of Phu Ninh district to use the contingency cost of the approved construction estimate to adjust and supplement the design of construction drawings of the items stated in Submission No. 65 dated March 25, 2025, ensuring that the estimate and total investment of the project are not exceeded.

As the investor, the People's Committee of Phu Ninh district is responsible for urgently directing and accelerating the work of compensation and site clearance (GPMB) to ensure the entire handover in the second quarter of 2025; focusing on directing strongly to complete the project, ending the project in 2025. Explaining to the Provincial People's Committee, according to the People's Committee of Phu Ninh district, during the project implementation, due to the site clearance work at a time when the policy on site clearance work changed; there were no regulations on the prices of trees, crops, and land, so the work of making plans and implementing compensation payments was not guaranteed, the progress was slow, leading to delays in handing over the construction site to complete the project, and ending the project according to the approved schedule of 2021 - 2024.

During the project implementation, road construction caused land parcels to be divided, making agricultural production difficult; the design documents for water supply and drainage were lacking and not suitable for the current location, affecting agricultural production. Therefore, it is necessary to adjust and supplement them to suit the reality.

Previously, in Official Dispatch 3137 dated May 4, 2024, the Provincial People's Committee agreed to extend the implementation period of the construction contract for the above project until December 31, 2024.

The DH12.PN road project was approved by the Provincial People's Committee in Decision No. 471 dated February 8, 2021, with a total cost of 110 billion VND (provincial budget 99 billion VND and district budget 11 billion VND). The total length of the route is 7.34km, with about 300 households affected with an area of over ^111,000m2 . Due to the compensation and site clearance work lasting many years, the construction progress is slow.
