The meeting took place on the occasion of the 135th anniversary of President Ho Chi Minh's birthday (May 19, 1890 - May 19, 2025) with the desire to bring Nghe An - Uncle Ho's homeland to increasingly develop and take the lead.

Appreciating the results that Nghe An has achieved, General Secretary To Lam suggested that the province identify and remove development bottlenecks, striving to become a growth pole not only of the region but also of the whole country.

The General Secretary pointed out that Nghe An has a lot of potential in terms of human resources, natural resources, strategic location and connectivity, but that potential and strategy do not in themselves become strength.

"Only with breakthrough thinking, drastic action and great enough aspiration can potential be turned into reality, turning Nghe An into a national growth pole. Boldly step out of the old development inertia. Move towards a more modern growth model, taking technology and knowledge as the driving force, taking institutional innovation and governance as the lever, taking Nghe An's people and culture as the foundation," said the General Secretary.

Nghe An needs to take advantage of the historic opportunity when the Politburo issued Resolution No. 39, and was given a special mechanism to not only strive to "become a well-off province" as Uncle Ho once instructed, but also to become a modern development model of the Central region in the new era. This is the time to not wait but to be a pioneer.

To achieve the growth target of 10.5% by 2025, the General Secretary suggested that Nghe An province needs to focus on major orientations:

First , the most important and fundamental thing is to ensure a stable, safe, and favorable environment for development and improving people's lives. The Party must play a central role in all policy decisions.

Maintain national defense and border security, build a solid people's position. Build a team of cadres with sufficient qualities, capacity, political mettle and innovative thinking, not only "virtuous and talented" but also "with heart, vision, strength and revolutionary enthusiasm" for the development of the province.

The second is a breakthrough in development thinking and institutions. Shifting from extensive development to growth based on innovation, creativity, efficiency and high added value, based on science, technology and people.

Shifting thinking from management to creation - service. Nghe An needs to build satellite dynamic areas in mountainous areas, gradually forming a developing commune cluster center, all people are cared for on the journey forward.

Third, develop the economy on four strategic pillars: green economy - digital economy - marine economy - knowledge economy. Develop organic agriculture, clean industry, ecological urban areas and circular economy, high-quality service industries...

Fourth, develop the private economy into the most important driving force of the economy. Continue to improve the business investment environment, strive to be among the top 10 provinces in the country in terms of provincial competitiveness index. Build a startup and innovation ecosystem for private enterprises.

Fifth, building a strong Party and an honest, effective and efficient government. Resolutely arranging the political system apparatus to be streamlined, synchronous and professional in the spirit of one task, one focal point - one responsible person.

"The province must become a model of modern local development in the new era, where progressive governance, social creativity, technological capacity and human aspirations converge. Nghe An is not only facing a new development opportunity but also a challenge of courage, vision and choice. This is the time for Nghe An to act with the spirit of a pioneer," the General Secretary emphasized.

Reporting to the General Secretary and the central working delegation, Mr. Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee - said that in the 4 years of 2021-2024, the average growth rate of the province reached 7.89%, higher than the period of 2016-2020 (6.97%). The scale of GRDP in 2024 reached 216.9 trillion VND, 1.5 times higher than in 2020, ranking 10th out of 63 provinces and cities.

GRDP per capita reached 62.5 million VND, an increase of 1.45 times compared to 2020. Total budget revenue in the area reached 89,427 billion VND, an average increase of 9.4%/year, expected to reach about 26,000 billion VND in 2025, achieving the target set by the congress resolution.

Investment attraction has increased sharply in terms of scale, quantity and quality of projects. In the past three years, Nghe An has continuously been in the top 10 localities attracting the largest FDI in the country, with total registered capital reaching over 4.81 billion USD, 4.5 times higher than the accumulated capital from 2020 and earlier.

From the beginning of 2023 to May 10, 2025, the whole province has completed supporting the construction and repair of 16,202 houses for the poor and people with housing difficulties, reaching 76.5% of the target for the period 2023-2025.
