The Department of Home Affairs is responsible for tightening administrative discipline, building a "friendly - responsible - transparent" public service culture. The Departments of Science and Technology, Industry and Trade, Justice, etc. are assigned a series of tasks from digital transformation, intellectual property protection to legal support for small and medium enterprises.
The provincial inspectorate will act as a "gatekeeper", ensuring that there is no overlapping or duplicate inspection. All feedback and recommendations from businesses will be received and processed transparently through many channels such as the public service portal, hotline, dialogue conference, etc.
In particular, the local government – the closest to the people and businesses – will be “pulled back to the right standards” in administrative services. Each commune and ward is required to build a friendly public service culture, improve the quality of handling documents, and accompany businesses from ideas to project realization.
All implementation contents are linked to the goal of improving the PCI index - the provincial competitiveness index, which is a "credit measure" of the business community towards local authorities.
