This content was started to be implemented by Dien Bien province since September 2019, but it was not until 2021 that the Steering Committee for land allocation, forest allocation, and issuance of forestry land use right certificates was established synchronously at 3 levels: province, district, and commune to resolve daily difficulties and problems related to land allocation, forest allocation, and issuance of forestry land use right certificates throughout the province.
In which, the Vice Chairman of the Provincial People's Committee in charge of the field acts as the Head of the Provincial Steering Committee, the Chairmen of the People's Committees of districts and communes act as Heads of the Steering Committees at all levels. The members of the committee act as members of the Steering Committee, each level has 2 advisory teams to assist the Steering Committee, the team leaders are leaders of the agricultural sector and the natural resources and environment sector. At the same time, the 2 advisory teams mentioned above are also the focal points to urge, handle, and support all levels in performing tasks related to land allocation, forest allocation, and issuance of forestry land use right certificates.
On that basis, after 5 years of implementation, up to now, the work of land allocation, forest allocation, and issuance of forestry land use right certificates has achieved results in reviewing the entire forestry land area in the whole province with 10/10 districts, towns, and cities with an area of 360,149.82 hectares and measuring, making cadastral maps and completing procedures and documents to issue forestry land use right certificates.
Assessing this issue, Mr. Nguyen Dang Nam - Deputy Director of the Department of Natural Resources and Environment of Dien Bien province, Head of the Working Group assisting the Provincial Steering Committee, said: By the end of June 2023, the whole Dien Bien province had measured 284,362.88ha/359,903.89ha of forestry land (reaching 79% of the plan). Of which, forested forestry land had measured 79,777.5ha/86,486.8ha (reaching 92% of the plan); non-forested forestry land was 204,221.49ha/273,417.09ha, reaching 74.7% of the plan (an increase of 41,349.07ha compared to 2022).
Completion of procedures for granting forest land use right certificates: 8/10 districts and towns (except Dien Bien district and Dien Bien Phu city) have granted forest land use right certificates with an area of 33,393.1 ha, reaching 38.6% of the plan. For non-forested forest land, 3 districts: Muong Nhe, Muong Cha, Muong Ang have granted forest land use right certificates without forest with a total area of 13,034.31 ha (reaching 4.8% of the plan).
However, up to now, the work of land allocation, forest allocation, and issuance of forestry land use right certificates for the period 2019 - 2023 in Dien Bien province is still slow compared to the set progress. The reason is that some district-level People's Committees, district steering committees, and commune-level People's Committees have not been really determined in directing; the implementation method is not really suitable for the local situation.
Currently, field measurement work in some localities is still low. Some people have not agreed to field measurement. For forested forestry land: Dien Bien Dong district achieved 47.2% of the plan, Dien Bien district achieved 79% of the plan. Forested forestry land without forest: Dien Bien Phu city only achieved 28.7% of the plan, Dien Bien district achieved 28.3% of the plan, Muong Ang district achieved 56.2% of the plan.
In addition, the issuance of land use right certificates is slow, especially for forested forestry land in Dien Bien district and Dien Bien Phu city. Dien Bien Dong district and Muong Ang district have not been implemented yet, while Dien Bien Dong district and Muong Ang district have only achieved about 29% of the plan. Along with that, the propaganda and mobilization work to implement land allocation and forest allocation has not been effective, leading to people not agreeing and supporting land measurement and land ownership, and having a fear that when land is allocated for forestry purposes and forest development, they will not be able to continue farming and swidden production.
Along with that, the district-level Steering Committee and the district-level support team have not closely coordinated and supported the consulting unit and the commune-level People's Committee to promptly resolve difficulties and obstacles in the implementation process. The budget for hiring consulting units is still limited. In some localities, the implementation is left to the consulting unit.
Raise responsibility to reach the finish line soon
Up to now, the work of land allocation, forest allocation, and issuance of forestry land use right certificates is nearly 3 months behind the schedule set by the People's Committee of Dien Bien province. The provincial Steering Committee has also pointed out many reasons leading to the delay.
Talking to reporters of TN&MT Newspaper, Mr. Lo Van Tien - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for land allocation, forest allocation, and issuance of forest land use right certificates in Dien Bien province, said: Overcoming the situation of land and forest allocation without handing over in the field, causing people's frustration, public concern, and litigation for many years is one of the important "untying" tasks in the socio-economic development of the locality, especially in attracting and calling for investors in forestry and agriculture. Therefore, it is necessary to have the attention and synchronous participation of the political system to overcome the shortcomings and limitations and speed up the progress of land allocation, forest allocation, and issuance of forest land use right certificates for the period 2019 - 2023.
On that basis, the Provincial Steering Committee has assigned tasks to each member of the Steering Committee and each locality, based on the assigned functions and tasks, proactively strengthening inspection work, grasping the progress of land and forest allocation, granting forestry land use right certificates, and speeding up the implementation progress.
For the district-level Steering Committee, the provincial Steering Committee requires reviewing, continuing to implement, developing, supplementing and perfecting the implementation plan to ensure the completion of the proposed progress of granting land use right certificates. Proposing solutions if exceeding authority. Requesting the Working Group to assist the district-level Steering Committee and the commune-level People's Committee to closely coordinate with the consulting unit in organizing the implementation to determine the tasks of land and forest allocation, in which, granting land use right certificates is the task of the state management agency, of the district, commune, propaganda work is the responsibility of the local Party Committee and government, not left to the consulting unit.
"The goal from now until October 2023 is to basically complete the goal of land and forest allocation and issuance of forestry land use right certificates in the whole province to serve as a basis for entering land management data, avoiding waste of land resources," said Mr. Tien.
