Bat Xat is a mountainous border district located in the Northwest of Lao Cai province with 17,648 households, 82,940 people; ethnic minorities are 68,634 people. The whole district has 23 ethnic groups, of which: Mong 33.79%, Dao 27.7%, Kinh 16.3%, Giay 15.16%, Ha Nhi 5.36%, the remaining ethnic groups are 1.69%. In recent years, ethnic work and ethnic policies in the district have been effectively implemented by the entire political system. Poverty reduction in ethnic minority and mountainous areas has been focused on; the implementation of national target programs has achieved many important results.
The effective implementation of components and projects supporting production development, supporting infrastructure investment, maintenance and repair of works, and training to improve the capacity of grassroots cadres and communities has created a new step forward for particularly difficult areas; the economy of ethnic minority and mountainous areas has gradually improved, the poverty rate has decreased, and more and more production models and high-income household economic models have appeared.
Specifically, the economic growth rate of the whole district reached 13.8%/year, the average income per capita reached 35.6 million VND/person/year (2023); production value reached 78 million VND/ha. 100% of the ethnic minority villages have invested in upgrading, renovating, and newly building roads; traffic routes to commune centers, towns, villages, and border patrol roads have been invested and upgraded to facilitate travel. The whole district has an average of 5.3 staff/ health station; 16/21 health stations have doctors working, reaching 76%; 148/162 villages have medical staff working; the number of communes meeting the national criteria on health according to the new set of criteria is 17/21 communes, reaching 80.95%.
Up to now, Bat Xat district has 99.8% of classrooms, 100% of public housing for teachers; 100% of boarding houses for students are built solidly and semi-solidly; maintaining and improving the quality of universal preschool education for 5-year-old children, universal primary education, universal secondary education... In the period of 2019 - 2023, all levels, sectors and the entire political system have made efforts for poverty reduction and achieved many positive results; the poverty reduction rate has reached and exceeded the provincial and district plan targets; by the end of 2023, the poverty rate will be 30.30%.
With the achieved results, in the period of 2024 - 2029 , Bat Xat district strives to reduce the number of poor households by over 7.2 % per year on average ; the rate of schools, classrooms and medical stations built solidly reaches 100%; the rate of households using the national grid electricity reaches 99%; the rate of ethnic minorities using hygienic water reaches 95.5% or more; the rate of ethnic minorities watching television and listening to the radio reaches 100%.
In the political system at all levels, especially the system of state administrative agencies in ethnic minority areas It is necessary to ensure the proportion and structure of ethnic minority cadres according to regulations ; in key positions, there must be ethnic minority cadres ; over 90 % of commune-level civil servants are trained at college or university level or higher...
At the Congress, 29 collectives and individuals were honored to receive Certificates of Merit from the Lao Cai Provincial Ethnic Committee and the Chairman of the Bat Xat District People's Committee for their outstanding achievements in implementing ethnic policies and ethnic work in the period 2019 - 2024.
