2026-2030 period: Hanoi targets 11% growth

Chairman of the Hanoi People's Committee Tran Sy Thanh has just signed an action plan to implement the conclusion of General Secretary To Lam. Accordingly, the city aims to achieve a growth rate of 8.5% in 2025 and a breakthrough of 11% in the 2026-2030 period.

Action Program No. 08/CTr-UBND was issued on August 25, to concretize Plan No. 355-KH/TU of the Hanoi Party Committee, implementing tasks according to the working conclusions of General Secretary To Lam with the Standing Committee of the City Party Committee.

The program aims to accelerate and make breakthroughs to successfully achieve socio -economic targets. Specifically, Hanoi strives to achieve 8.5% growth in 2025. In the 5-year period of 2026-2030, the growth target is set at 11%/year, with 40 specific targets.

To realize the above goals, the City People's Committee requires departments, branches, sectors and localities to increase their responsibility and initiative. The Action Program has set out 4 key task groups with 62 specific tasks.

Firstly, promote potential for rapid growth, aiming to become an economic, financial, technological and cultural center. The city will promote the development of industry, services, tourism , digital economy, and accompany businesses to promote innovation and startups.

Second, develop urban space according to an open, multi-center, regionally integrated model. Hanoi will focus on removing planning obstacles, promoting new economic models and high-tech zones, harmoniously combining cultural preservation with modern values.

Third, develop synchronous technical, digital, knowledge and green infrastructure. The city will focus on connecting regional transport, logistics, environmental protection and climate change response, towards a modern and sustainable capital.

Fourth, promote digital transformation and administrative reform. The city will innovate governance towards a smart city, continue to streamline the apparatus, improve management effectiveness and efficiency, and restructure the team of civil servants and public employees.
