On August 27th, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed and issued Document No. 4833/UBND-TH regarding the implementation of Prime Minister's Directive No. 145/CĐ-TTg dated August 24th, 2025.

The document states that, in implementing the Prime Minister's directive in Official Dispatch No. 145/CĐ-TTg dated August 24, 2025, on strengthening safety, security, order, environmental hygiene, and health during the National Day celebrations on September 2nd, the City People's Committee directs as follows:
The Vice Chairmen of the City People's Committee, based on their assigned areas of responsibility, shall direct the departments, agencies, People's Committees of wards and communes, and relevant units to seriously, creatively, and effectively implement the directives of the Central Steering Committee for commemorating major national holidays and important events, and Prime Minister 's Official Dispatch No. 139/CĐ-TTg dated August 21, 2025, on strengthening security and order for the National Day celebration on September 2nd.
The units are organized to be on constant standby, with a leader in charge responsible for ensuring creative, effective, and timely handling of situations, especially complex issues that arise.
The City People's Committee has assigned the Department of Agriculture and Environment, the Department of Construction, the People's Committees of wards and communes, and relevant units to ensure sufficient toilets and waste collection points are provided, and to increase sanitation capacity, creating a clean, safe, and civilized environment during the holiday; to strengthen propaganda efforts and raise public awareness about environmental hygiene; to arrange shaded areas and shelters from rain and sun for people visiting public places, and to provide free bread, water, umbrellas, etc.
The city has assigned the Department of Industry and Trade, the Department of Tourism, and the People's Committees of wards and communes to coordinate with relevant units to mobilize volunteer forces, especially youth, women, and veterans, to encourage the socialization of activities supporting the distribution of free food and drinks for people watching parades and processions, as well as other sightseeing, entertainment, and recreational activities, and to deploy forces ready to support and guide people at locations where activities take place during the holiday.
This contributes to expressing gratitude to those who sacrificed for the independence and freedom of the Fatherland, the well-being and happiness of the people, and to the forces who are training day and night, participating in activities and protecting the great national holiday.
The People's Committee of the city assigns the City Police to take the lead in drafting a document for the People's Committee of the city to report to the Prime Minister (via the Government Office) daily (before 5 PM) on the security and order situation.
