Disbursement of public investment nationwide has only reached over 52%.

On November 15th, in Hanoi , Deputy Prime Minister Ho Duc Phoc chaired an online meeting of Task Force No. 4 and Task Force No. 7 on inspecting and urging the acceleration of public investment disbursement in the remaining months of 2024.

At the Dak Nong end of the bridge, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Ho Van Muoi, and leaders of various departments, agencies, and units were in attendance.

In 2024, the total public investment plan assigned by the Prime Minister to ministries, sectors, and localities was VND 677,944 billion. As of October 31st, the whole country had disbursed VND 355,616 billion, reaching 52.46% of the assigned plan, which is 4.28% lower than the same period in 2023.

The low disbursement rate is due to the limited capacity and qualifications of some local officials, especially in state financial management. Some contractors have not shown sufficient commitment to increasing machinery, equipment, and personnel for construction.

Coordination among different levels, sectors, and localities in implementation has sometimes been inadequate and hesitant. The management, operation, and implementation of projects by some investors have also been limited.

Some legal regulations are inconsistent, lack clear authority, and are slow to be amended or supplemented, leading to confusion and difficulties in implementation. Some projects have to wait for new regulations and guidelines before they can be processed…

Nguyen Duong, Deputy Director of the Dak Nong Department of Planning and Investment, proposed that the Government adjust projects and works in Dak Nong to be removed from the planning for exploration and exploitation of mineral resources.

In Dak Nong province, as of November 8th, the entire province had disbursed 1,330 billion VND, reaching 45.8% of the provincial plan and 51.4% of the plan assigned by the Prime Minister.

The reasons include obstacles related to bauxite mining planning; limitations in land clearance; and weak management and implementation capabilities of some units, contractors, and project management boards.

Speaking at the meeting, Deputy Director of the Dak Nong Department of Planning and Investment, Nguyen Duong, proposed: “The Deputy Prime Minister should consider adjusting projects in Dak Nong to be removed from the planning for exploration and exploitation of mineral resources. The Government should consider agreeing on the principle of not recovering bauxite ore in public investment projects and national target programs.”

Concluding the meeting, Deputy Prime Minister Ho Duc Phoc emphasized that with only 45 days left in 2024, the disbursement rate remains very low.

Meanwhile, every locality is committed to disbursing 95% of its planned capital. To achieve this goal, central ministries and agencies, as well as local authorities, must focus on implementing public investment projects, avoiding situations where projects are left unfinished, which would lead to many negative consequences.

"We must focus on doing things quickly, strongly, surely, and sustainably, avoiding chasing after quantity in order to minimize negative consequences later," Deputy Prime Minister Ho Duc Phoc instructed.

The Deputy Prime Minister emphasized that mountainous provinces should review and reconsider their counterpart funding sources, and then propose to the Government additional funds to complete projects effectively. This will avoid a situation where provinces commit to projects but lack the necessary funds, leading to difficulties in final settlement and unfinished projects.

Local authorities are focusing on completing investment procedures, adjusting projects, and strictly managing investments from pricing to construction quality. Central ministries and agencies are focusing on resolving obstacles and providing immediate answers to local authorities.
