In the context of the difficult living conditions of a segment of the population, especially in mountainous areas and regions frequently affected by natural disasters, ensuring social security through expanding health insurance coverage continues to be a task of profound humanitarian significance.

Over the past period, along with the State's policies, the activity of donating health insurance cards to people in difficult circumstances has become a practical support, helping many households alleviate their worries when they are sick or ill.

In 2025, the provincial and regional social insurance agencies proactively coordinated with businesses, philanthropists, and charitable organizations to mobilize social resources, donating 283 social insurance books and nearly 18,200 health insurance cards to students and people in difficult circumstances in the area, with a total cost of over 2.675 billion VND.

Specifically, funds mobilized from the central government by the Vietnam Social Security have supported the issuance of 5,113 health insurance cards. Thanks to these efforts, the health insurance coverage rate throughout the province reached 89.35%, further affirming the pivotal role of health insurance policy in the social security system.

Beyond just numbers, health insurance card donation programs also carry a message of sharing, spreading the spirit of "leaving no one behind." The program "Donating health insurance cards to people in difficult circumstances - Bringing a warm Tet holiday to the poor" is one of the typical activities, organized regularly, associated with holidays and Tet, thereby providing timely support to people in difficult circumstances to access medical services and reduce financial worries when they are sick.

In Yen Binh commune, thanks to the coordinated efforts of the entire political system, the work of mobilizing people to participate in health insurance and supporting health insurance cards for disadvantaged households has achieved clear results.

In 2025, the commune mobilized organizations, businesses, and philanthropists to support the purchase of 620 health insurance cards for the poor and near-poor, with a total value of over 20 million VND. As a result, the rate of people participating in health insurance in the area reached 97%, exceeding the assigned plan by 104%.

From the perspective of the beneficiaries, the value of health insurance becomes even clearer. Mr. Vuong Van Thai, from Khuan La village, shared that his family is in difficult circumstances and has been unable to afford health insurance for many years. Recent floods have damaged their house, further exacerbating their financial difficulties.

"Thanks to the health insurance card, I no longer worry whenever I need to go for a check-up or treatment. This is truly a huge support for my family!" Mr. Thai said emotionally.

In Mau A commune, Mr. Bui Ngoc Ha, head of Cau Quach village, said that after the recent natural disasters, many households in the village fell into difficult circumstances. The timely support in providing health insurance cards has helped people reduce the burden of medical expenses.

According to Mr. Ha, special attention should be paid to households that have recently escaped poverty, because the transition from receiving full support to paying for health insurance themselves can easily cause them to "hesitate." Providing health insurance cards in the early years will contribute to ensuring the sustainability of poverty reduction efforts.

Alongside the efforts of the social insurance sector and local authorities is the active cooperation of the business community.

Over the years, Agribank Yen Bai Branch has consistently allocated funds for social welfare activities.

From 2020 to the present, Agribank Yen Bai Branch has sponsored social welfare activities in the province with a total budget of 88.5 billion VND; specifically for 2025, this amount is 13 billion VND, focusing on activities such as giving Tet gifts to the poor, building charitable houses, supporting education, and providing timely assistance to people in overcoming the consequences of natural disasters.

In 2025, Agribank Yen Bai Branch supported more than 400 health insurance cards with a total amount exceeding 250 million VND.

To ensure that social resources reach the right recipients at the right time, the provincial Social Insurance agency has effectively played its role as a "bridge".

A highlight of the implementation process was the close coordination between social insurance agencies at all levels and local Party committees, authorities, and mass organizations in reviewing and selecting beneficiaries, ensuring transparency, timeliness, and targeting the intended objectives.

In the coming period, the Provincial Social Insurance agency will continue to mobilize social resources and encourage businesses and philanthropists to participate in supporting health insurance cards and voluntary social insurance books for cases of sudden hardship. At the same time, the agency will strengthen propaganda efforts and diversify outreach methods to help people better understand the humanitarian nature of insurance policies; strengthen the review of groups that have not yet participated to find appropriate solutions; and promptly and fully resolve benefits for participants.

On December 9, 2025, the Provincial People's Council issued Resolution No. 23 stipulating policies to support the purchase of health insurance cards for certain groups in the province, effective from January 1, 2026. According to the resolution, the supported groups include people from near-poor households, elderly people aged 60 to under 75 who have not received central government support, and ethnic minorities facing specific difficulties. The support level ranges from 30% to 100% of the health insurance premium, depending on the target group.

The resolution is expected to provide a solid foundation for the elderly, ethnic minorities, and vulnerable groups, contributing to expanding health insurance coverage, improving the quality of healthcare for the people, and gradually realizing the goal of universal health insurance in the province.
