The most recent heavy rain at the end of June caused many streets in Phan Dinh Phung and Quan Trieu wards (central areas of the province) to be flooded.
Ms. Do Lan Phuong, a resident of residential group 3, Quan Trieu ward, said: Every time there is a heavy rain, the water rises, flooding the streets and entering the house. The recent heavy rain caused water to flood into the house, and the furniture in my house was damaged by the water because I couldn't move it in time. This situation has only appeared in the past few years.
In fact, for each area, the connection of drainage systems between residential areas is not synchronized, which is one of the causes of local flooding in the central wards of Thai Nguyen province.
For example, at the intersection of Hoang Van Thu Street and Minh Cau Street, the sewer system connecting from Hoang Van Thu Street has a small cross-section, the sewer height of the flooded area is lower than the drainage system of Residential Area No. 5 Phan Dinh Phung and Minh Cau Street. At the intersection of the Provincial Party Committee, the sewer connecting to Dong Danh stream is small, not ensuring drainage...
Although before each rainy season, localities have plans to dredge and clear drainage systems, after each recent heavy rain, localized flooding still occurs.
Previously, the old Thai Nguyen city invested in the Drainage and Wastewater Treatment System Project using ODA capital from the French Republic. Accordingly, in addition to investing in the wastewater treatment system, the project invested in a flood prevention pump system including: fan-shaped water barriers, integrated flood prevention pumps at 2 transfer pumping stations SP3, SP9 located in Phan Dinh Phung ward. Currently, this project is assigned to Thai Nguyen Urban Development and Drainage One Member Co., Ltd. for management and operation.
Mr. Duong Thai Son, representative of the Company, said: The anti-flooding pumping system at pumping stations SP3 and SP9 was put into operation in December 2017. However, up to now, this project has not yet accepted the fire prevention and fighting items, so it cannot be officially put into operation. Therefore, some equipment when put into operation does not have funds for periodic maintenance and repair, leading to damage and the inability to operate the entire system.
Currently, the fan valve system and some control systems of the flood control pumps at SP9 station are broken and cannot operate. The impact of storm No. 3 - Yagi (2024) has flooded the transformer station system of SP9 station. Currently, there is no funding for repairs, leading to the temporary suspension of operations of SP9 station. The two flood control pump stations cannot operate at full capacity, affecting the drainage of the central wards.
Faced with the increasing localized flooding every time there is heavy rain, in early July 2025, the People's Committee of Phan Dinh Phung Ward reviewed the drainage system in the area and coordinated with specialized agencies to assess the cause of flooding. In the immediate future, the locality proposed that the Provincial People's Committee implement a flood prevention and control project for the area with a total investment of about 588 billion VND.
The ward also requested the Provincial People's Committee to synchronously deploy the construction of the Cau River right dike, renovate the Thac Huong spillway in the period of 2026-2030; direct investors and related enterprises to complete the project of Residential Area No. 5, Phan Dinh Phung, adjust the project, expand the sluice gate aperture downstream of Xuong Rong - Dong Danh lake, effectively operate the SP3 pumping station...
The reality of flooding every time it rains heavily has become a nightmare for many households in the central area of the province. Therefore, it is urgent to soon invest in implementing a project to prevent localized flooding in the central area of Thai Nguyen province.
