According to the Provincial Nuclear Power Project Steering Committee, many important policies and guidelines from the central government have been issued, creating a favorable legal corridor for the project's re-launch. Resolution No. 189/2025/QH15 of the National Assembly on special mechanisms and policies and Official Dispatch No. 381/TTg-CN of the Prime Minister on assigning investors have demonstrated the Government's strong determination for this key project. To ensure smooth and timely information, the Provincial Steering Committee has established a weekly reporting mechanism. Propaganda and mobilization work for the people have also been promoted with the participation of the Vietnam Fatherland Front, the Propaganda and Education Committee, and localities. A "Propaganda Handbook" and visual clips are being developed to disseminate information about the project, linking nuclear power development with the province's tourism potential. In addition, security and defense work has also been proactively developed by agencies and functional forces to protect and ensure order and safety throughout the project implementation process.
The most important step is the land acquisition work being synchronously implemented by the province in both the Ninh Thuan 1 Nuclear Power Plant and Ninh Thuan 2 Nuclear Power Plant areas, as well as resettlement areas. Comrade Pham Minh Tan, Director of the Provincial Land Fund Development and Investment Project Management Board, said: Through review, the total area recovered for both projects is 1,124.19 hectares, involving 1,153 households with 5,229 people. At the Ninh Thuan 1 Nuclear Power Plant project, Thuan Nam district has completed the land recovery notice and is conducting investigation, survey and inventory steps. In Ninh Hai district, the locality is also urgently carrying out procedures for the Ninh Thuan 2 Nuclear Power Plant project, expected to complete the measurement and inventory work in April 2025.
One of the top priorities for the successful implementation of the project is to ensure the rights and welfare of people in the project area. The Ninh Thuan Provincial People's Committee has directed departments, branches and sectors to research and propose specific compensation, support and resettlement mechanisms and policies, in accordance with the actual situation and current legal regulations. It is expected that these policies will be approved by the Provincial People's Council in April 2025.
Notably, the Provincial Land Fund Development and Investment Project Management Board has proposed to adjust and expand the planning of resettlement areas, ensuring adequate residential land and social infrastructure, creating the best conditions for people to stabilize their lives. The proposal to increase the resettlement and resettlement land fund by 10% to prepare for any arising problems shows the province's initiative and responsibility towards the people. In addition, the adjustment of the planning of the resettlement area at Ninh Thuan 2 Nuclear Power Plant has also received special attention, in order to ensure compliance with the current land use status and stabilize production for affected people. The area of resettlement land plots is adjusted to 300m2/plot in the resettlement area of Ninh Thuan 1 Nuclear Power Plant; for the resettlement area of Ninh Thuan 2 Nuclear Power Plant, the minimum resettlement land plot area is 200m2/plot, maximum 300m2/plot.
Comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, said: The province is urgently reviewing and counting to speed up the compensation price, site clearance and construction of the Ninh Thuan Nuclear Power Plant project for the people. The site clearance for the plant construction will be prioritized in the core area. Currently, the Provincial People's Committee is urging the two districts of Thuan Nam and Ninh Hai to review the current situation and promote propaganda work among the people, and issue notices on land acquisition to implement the project. Consider adjusting the planning to build a resettlement area with a methodical plan, prioritizing a location close to the sea that is convenient for tourism development, ensuring the criteria of a tourist city and developing services and trade. The site clearance and construction of the project is carried out in the spirit of bringing the most benefits to the people, but also ensuring strictness and compliance with legal regulations. In the coming time, the province will continue to implement tasks according to plan, increase dialogue and information with people in the project area and organize workshops to assess the project's impact on the province's socio-economic development.
With strong direction, close coordination between all levels, sectors and consensus of the people, Ninh Thuan is making efforts to carry out the work of land acquisition and clearance urgently, ensuring the legitimate rights of the people, creating the premise for the successful implementation of the Ninh Thuan nuclear power project.
