According to the leaders of Ninh Thuan Social Insurance, from the beginning of 2025, the unit has focused on synchronously implementing many solutions to effectively implement the work of collecting and developing participants in social insurance, unemployment insurance (UI), and health insurance (HI), such as: Developing and promulgating scenarios for solutions to develop social insurance and health insurance participants in 2025; assigning plans for collecting and developing participants to social insurance in districts and collection service organizations based on assigned targets; promoting propaganda and dissemination of the Party's guidelines and policies and laws of the State as well as the role, benefits, and humane significance of policies on social insurance, health insurance, unemployment insurance, and voluntary social insurance. Effectively implementing emulation movements launched by Vietnam Social Insurance and the province. Thanks to that, many targets of the industry in the first quarter of 2025 reached and exceeded the set plan. Specifically, there were 49,871 people participating in compulsory social insurance, an increase of 11.44%; 45,114 people participated in unemployment insurance, an increase of 13.32%; 6,418 people participated in voluntary social insurance, an increase of 36.09%; 559,650 people participated in health insurance, an increase of 1.73%; total revenue from social insurance, health insurance, and unemployment insurance in the first quarter was more than 442.64 billion VND, an increase of 112.16 billion VND over the same period in 2024. Health insurance coverage rate was 559,650 people, reaching 91.34% of the province's population.
In order to use the health insurance fund reasonably, the provincial Social Insurance has implemented many drastic measures to control unreasonable increases in costs and refuse to pay for expenses that are not in accordance with regulations. Digitalizing data in the management, appraisal and control of health insurance examination and treatment costs helps to process information quickly and transparently. In the first quarter, there were 369,193 people who had health insurance examination and treatment with an amount of more than 182.4 billion VND, equal to 23.98% of the estimated expenditure for health insurance examination and treatment in 2025. Financial management and settlement of social insurance and unemployment insurance regimes were carried out seriously, ensuring strictness, savings, efficiency, compliance with regulations and convenience for beneficiaries. In particular, effectively coordinating the development of non-cash payments in the payment of pensions and social insurance benefits based on the national population database in the province, contributing to ensuring social security and promoting local socio -economic development.
2025 is the final year of the term of the Party Congress at all levels. With the determination to complete the tasks and targets, Ninh Thuan Social Insurance continues to promote emulation movements in the whole industry. Actively, proactively, advise the province and local Party committees and authorities to implement the Action Program of the Provincial Party Committee, the Plan of the Provincial People's Committee on implementing Resolution No. 28-NQ/TW of the 12th Party Central Committee on reforming social insurance policies in the province. Continue to innovate the content, form, and methods of communication, ensuring effectiveness, focus, and key points; focus on promoting the advantages of modern, multimedia communication forms and methods, on internet applications, ensuring that people can best access all information on social insurance, health insurance, unemployment insurance, and voluntary social insurance policies.
Regarding the problems arising in the first quarter of 2025, such as: The number of people participating in health insurance decreased by nearly 11,000 people compared to the end of 2024, the amount of late payment must be calculated with high interest of nearly 39.4 billion VND... The provincial Social Insurance will strengthen the advisory work, coordinate with local Party committees and authorities to have the participation of all levels and sectors in propagating social insurance and health insurance policies. Closely follow the cooperation regulations between the Social Insurance agency and the Steering Committee for implementing social insurance and health insurance policies at the commune level and service organizations to achieve effective communication in mobilizing people to participate in voluntary social insurance and self-paid health insurance. Urge authorized collection services to organize small-group propaganda directly at people's homes and organize conferences to propagate social insurance and health insurance policies... to thoroughly resolve the above problems.
