Promote integration and use of electronic health books on VNeID application

In order to contribute to promoting digital transformation and improving the effectiveness of people's health care and protection, recently, the Provincial People's Committee has directed the health sector and related levels and sectors to actively coordinate to develop electronic health records (ESH) integrated on the VNeID application and has achieved many important results, creating favorable conditions for people and medical facilities in health monitoring, examination and treatment.

To promote the development of the electronic health book integrated on the VNeID application, the Provincial People's Committee has issued many documents directing relevant levels, sectors and units to actively coordinate to synchronously implement solutions, regularly monitor progress, review existing problems, limitations, difficulties and obstacles to promptly remove them, and be determined to complete the set goals. In particular, to create a breakthrough in this work, the Provincial People's Committee has issued Plan No. 5472/KH-UBND dated November 22, 2024 on organizing the Campaign to deploy the integration of electronic health books on VNeID in the province.

Responding to the campaign, all levels and sectors have mobilized forces, organized many programs and activities; strengthened propaganda and mobilization work in many forms. The Department of Health has directed medical examination and treatment facilities to establish 81 support teams, guiding people to integrate health insurance (HI), electronic health records on VNeID; 100% of medical examination and treatment facilities have connected health insurance medical examination and treatment data to the health insurance appraisal data receiving portal. The Provincial Youth Union organized a launching ceremony to deploy the campaign, propagate and guide people to integrate electronic health records on VNeID; established 307 volunteer youth teams, with 1,286 members participating in 2,495 campaigns to support the Project 06 Working Group in villages, neighborhoods, and community technology teams in localities to propagate, disseminate and guide more than 340,000 people to integrate card information and electronic health records on the VNeID application. The People's Committees of districts and cities directed communes and wards to establish 416 working groups to "go to every alley, knock on every door, check every person" to guide people to integrate their health insurance cards and electronic health records on VNeID; at the same time, maximize the role of "Online public service points", "Community digital technology groups", "Level 2 electronic identification collection and activation points"... to propagate, mobilize, raise awareness, support, and guide people to install and use electronic health records integrated with VNeID accounts.

The provincial Social Insurance actively coordinates with relevant units to implement infrastructure assurance and technical support for medical examination and treatment facilities in the process of connecting electronic health records data integrated on VNeID; sharing electronic health records data integrated with VNeID to display on the VNeID application within 24 hours of receiving the data. In particular, the public security sector strengthens inspection and urges departments, branches and localities to implement the tasks of Project 06/CP, especially the progress of ID card issuance, progress of updating electronic health records on VNeID; maintains meetings to review and evaluate the implementation of electronic health records, summarize difficulties and problems in the implementation process, report and advise superiors to direct timely and effective solutions. As a leading medical unit, Ninh Thuan Provincial General Hospital is at the forefront of developing electronic health records integrated on the VNeID application. Dr. Le Huy Thach, Director of the Provincial General Hospital, said: In the past, the hospital has organized training for staff, doctors, and medical staff on the electronic health record book integrated on the VNeID application to ensure smooth and effective operation. In each department, there is a team of medical staff to guide patients and their relatives to install and integrate; explain and guide people about the benefits and conveniences of the electronic health record book on the VNeID application: using the VNeID application instead of citizen identification card, health insurance card to register for medical examination and treatment; viewing medical examination and treatment history, paraclinical results instead of paper health record books... Currently, the hospital has completely stopped selling paper health record books to encourage people to use the electronic health record book integrated on VNeID.

With positive solutions, from July 1, 2024 to May 10, 2025, medical facilities have sent data to the health insurance appraisal data reception portal to serve the electronic health insurance book integrated on the VNeID application, which is 1,325,921 medical records; 1,372,857 test results; 266,489 re-examination appointment papers; 169,083 referral papers; of which, the total number of medical examinations using the electronic health insurance book on VNeID is 35,098, reaching 36.45%. To date, the province has been recognized by the Ministry of Public Security as ranked 3rd nationwide in implementing the electronic health insurance book on the VNeID application.

In order to promote the development of the electronic health insurance book integrated on VNeID, in the coming time, all levels, sectors and organizations will continue to strengthen propaganda, mobilization, raise awareness, understanding and guide people to use the electronic health insurance book. Comrade Le Vu Chuong, Director of the Department of Health, said: For the health sector, the department strongly directs medical examination and treatment units to seriously deploy the use of the electronic health insurance book integrated on VNeID in medical examination and treatment work. Actively propagate and guide patients or patients' relatives when going for medical examination and treatment to integrate health insurance card information, electronic health insurance book on the VNeID application, ensuring that 100% of people who have an electronic identification account (level 2) have their health insurance card and electronic health insurance book integrated on the VNeID application.
