Mr. Vo Hoan Hai - Member of the Provincial Party Standing Committee, Director of the Department of Education and Training said that 2025 is the first year to organize the high school graduation exam according to the 2018 GeneralEducation Program. Accordingly, the Ministry of Education and Training is responsible for guiding, providing software systems, organizing training, inspection and examination to ensure consistency nationwide. The Provincial People's Committee is responsible for organizing the exam locally, ensuring that inspection and examination work complies with regulations. In addition to the inspection teams of the Ministry of Education and Training and the Department of Education and Training, the Provincial Inspectorate will organize inspection teams to inspect the stages of exam organization.

Compared to last year, the 2025 high school graduation exam has many new points such as: The exam will take place on June 26 and 27, June 28 is the backup exam date; the exam results will be announced on July 16 (one day earlier than last year). The exam has new subjects according to the 2018 General Education Program, especially Literature, which can use materials other than textbooks. In addition, the exam promotes digital transformation, 100% of candidates can register to take the exam online. Graduation consideration has been adjusted when the transcript score accounts for 50% instead of 30% as before. Some changes in certificates and incentive points are also applied...
For candidates registering under the 2006 General Education Program, there will be a separate testing location; the model and organization method will remain stable as in 2024. Candidates taking the exam under the 2018 General Education Program will have to take 3 exams, including 2 independent exams of Math and Literature, 1 optional exam including 2 subjects from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Informatics, Industrial Technology, Agricultural Technology, Foreign Language. Candidates will take the exam in one room throughout the exam, without having to move between rooms as before. The exam room arrangement for candidates will be based on the optional exam; in one room, many different subjects can be taken at the same time. The time between 2 sessions of the optional exam is 15 minutes (10 minutes to collect the exam papers, 5 minutes to distribute the exam papers), instead of 10 minutes as before.
Prepare everything to organize the exam well
Mr. Vo Hoan Hai said that the Department of Education and Training has developed a plan to print and copy exam papers, and personnel have been mobilized from leaders, experts of the Department of Education and Training, officials and teachers of affiliated units. The transportation and handover of exam papers, organization of exam supervision, marking, grading and re-examination are also planned. Immediately after the Ministry of Education and Training issued the guidance document, the Department of Education and Training directed schools to continue teaching and reviewing according to plan and complete the program before May 31. Schools have organized a study of exam regulations for officials, teachers, employees and 12th grade students...
In addition, the Department of Education and Training has organized a training conference on high school graduation exams and deployed inspection teams on teaching quality, review and mock exams at schools. Inspection of facilities at all 35 exam sites will be carried out to ensure conditions for organizing exams in accordance with regulations. The Department of Education and Training has developed a plan to coordinate with units such as: Provincial Police, Department of Health , Provincial Youth Union, Khanh Hoa Electricity Joint Stock Company and People's Committees of districts, towns and cities... to ensure security and safety for the exam, along with conditions to support candidates. Up to now, preparations for the exam under the guidance of the Ministry of Education and Training are taking place on schedule.
According to statistics from the Department of Education and Training, as of May 24, the whole province had 14,780 candidates registered to take the high school graduation exam in 2025, of which 14,537 candidates took the exam under the 2018 General Education Program and 243 candidates took the exam under the 2006 General Education Program. The whole province will have 35 exam sites with 629 exam rooms.
