In 2011, the Ninh Thuan Provincial People's Committee granted an investment certificate to Hon Do Investment and Development Joint Stock Company (Hon Do Company) to implement the Hon Do high-end eco- tourism resort project. The project is planned on an area of 33 hectares, with a total estimated investment of nearly 460 billion VND. According to the plan, the project will include items such as: bungalow resort, restaurant, spa and other tourism service facilities. However, after 13 years of implementation, the project has only completed about 5% of the total. Notably, the project is 24 months behind schedule in land use compared to the original commitment.
The conclusion of the Ninh Thuan Provincial Inspectorate pointed out many reasons leading to the prolonged delay of the Hon Do project. In particular, the investor's capacity is prominent. This shows that the initial investor capacity assessment was not carried out thoroughly, leading to the selection of an investor who was not capable of implementing the project. In addition, the project also encountered many "bottlenecks", including: Delays in implementing legal procedures (1/500 detailed construction planning, construction permits, fire prevention and fighting approval, etc.), ineffective coordination between investors and state agencies, lack of connecting infrastructure (no road to the project) causing difficulties for construction and prolonged compensation and site clearance.
The provincial inspectorate has also clearly identified the responsibilities of the parties involved in the delay in the progress of the Hon Do project. First of all, Hon Do Company (the investor) must bear the main responsibility for the lack of financial capacity, failure to ensure project implementation progress, delays in carrying out legal and construction procedures, as well as lack of project management capacity. The local government must also be responsible for the delay in compensation and site clearance, affecting the project progress.
According to the Provincial Inspectorate, state management agencies have not yet agreed on a common management measure to assess the overall implementation of the project according to the functions and tasks of each agency. Therefore, they have not considered it comprehensively and proposed the right solution to handle it thoroughly. The Provincial Inspectorate has recommended and the Provincial People's Committee has assigned relevant departments and branches to work with investors to clearly define the plan, progress of each item, and the project completion timeline. Thereby, based on legal regulations, the project progress will be extended.
Based on the inspection conclusion, the Ninh Thuan Provincial People's Committee assigned the Department of Finance, Agriculture and Environment, Construction, Ninh Hai District People's Committee, Ninh Hai District Land Fund Development and Investment Management Board to urgently organize a meeting to review and handle the responsibility of relevant collectives and individuals in the work of advising, coordinating, and performing assigned duties and tasks. At the same time, the Department of Finance was assigned to coordinate with relevant departments, branches, and localities to work with investors on measures and forms of handling according to the inspection conclusion; request investors to clearly define the detailed implementation plan, specific progress of each construction item, and commit to implementing the project on schedule. On that basis, consider the possibility of extending the land use period for project implementation according to the provisions of law, but must be accompanied by strict binding conditions.
To completely resolve the slow progress of the Hon Do project, it requires the decisive participation of authorities at all levels, the cooperation of investors and synchronous and effective solutions. Only then can the project be put on track for development, contributing to promoting the socio-economic development of Ninh Thuan province.
