Deputy Prime Minister Le Thanh Long and the working delegation inspected the project of the second facility of Viet Duc Hospital and Bach Mai Hospital on July 16, 2025.
According to the Conclusion Notice, the Deputy Prime Minister acknowledged, highly appreciated and commended the efforts of the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies in organizing and implementing the work of the 02 projects; the results recorded at the 02 works have had a clear change, especially at Bach Mai Hospital. However, the implementation process still has many difficulties and problems and there are no specific solutions to resolve them completely and promptly.
The Deputy Prime Minister requested the Ministry of Health , the Project Management Board, contractors and relevant ministries and agencies to be more determined, make more efforts, be more proactive and focus more on intelligence and resources, synchronously, resolutely and effectively implement the tasks and solutions set out to achieve the goal of completing and putting 02 hospitals into use before November 30, 2025 to serve the work of caring for and protecting people's health, avoid waste, and at the same time contribute to reducing hospital overload and improving the quality of medical examination and treatment for people in accordance with the direction of the Central Executive Committee, the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity, General Secretary To Lam and the Prime Minister.
Resolutely resolve difficulties and problems of 2 projects
In particular, the Deputy Prime Minister requested the Ministry of Health to continue to proactively follow the actual situation; monitor and review the weekly and monthly progress of all work items at the two projects; in the immediate future, urgently preside over and closely coordinate with the Ministry of Construction and relevant agencies to thoroughly resolve difficulties and problems in the preparation and appraisal of the mechanical and electrical and interior estimates of the two projects; especially, urgently focus on consolidating, perfecting, and improving the capacity and operational efficiency of the Project Management Board.
The Ministry of Health directed the Project Management Board to review the construction organization plan, prepare plans to handle specific issues arising during the implementation process; closely coordinate with contractors to continue to mobilize and use resources appropriately and effectively based on the actual implementation progress at the two project works; proactively work and discuss with the Fire Prevention and Fighting Police Department to review and agree on solutions to ensure conditions for acceptance of fire prevention and fighting work; pay special attention to ensuring quality when organizing acceptance of items of the two project works.
Direct Viet Duc Friendship Hospital and Bach Mai Hospital to continue to proactively carry out professional and technical work, organize recruitment, training, human resource arrangement and actively coordinate with relevant agencies to develop plans on operating mechanisms, financial mechanisms and human resource use to prepare operating conditions immediately after the two projects are completed, handed over and put into use.
Solving difficulties in payment mechanism for completed items
The Ministry of Construction guides the Ministry of Health and the Project Management Board to thoroughly resolve difficulties and problems in the preparation and appraisal of mechanical and electrical and interior estimates of the two project works and directs relevant agencies to carry out tasks according to assigned functions, tasks and authorities, ensuring the progress of the activities of the two project works.
The Ministry of Public Security directed relevant agencies to coordinate with the Ministry of Health and the Project Management Board to review and agree on solutions to ensure conditions for acceptance of fire prevention and fighting work upon completion of the two project works.
The Ministry of Finance coordinates with the Ministry of Health and the Project Management Board to study, review and propose solutions to resolve difficulties and problems related to the payment mechanism for completed items of the two project works.
Ninh Binh Provincial People's Committee closely coordinates with the Ministry of Health, Project Management Board, Viet Duc Friendship Hospital and Bach Mai Hospital to prepare housing areas for officers, doctors, medical staff, and workers working at the 2nd facility of the 2 hospitals and ensure the necessary conditions for convenient and effective use immediately after the completion of the 2 project works.
