Despite many achievements in poverty reduction, the poverty rate in Cao Bang province is still very high. The lack of residential land, production land, and means of production is identified as one of the reasons why the province's poverty reduction work is facing many difficulties. Limited land fund

Phong Chau (Trung Khanh district), is one of the three communes that met the new rural standards (NTM) the earliest in Cao Bang province, officially "reaching the finish line" in 2016. With the efforts of the Party Committee, government and ethnic people, up to now, Phong Chau has maintained the criteria, and strives to complete the criteria for a commune meeting advanced NTM standards in the period of 2021 - 2025 according to Decision No. 1018/QD-UBND dated August 15, 2022 of the People's Committee of Cao Bang province.

According to Mr. Hoang Ich Kien, Vice Chairman of Phong Chau Commune People's Committee, in order to complete the criteria for a commune meeting advanced NTM standards, the commune has been focusing on solving "bottlenecks" in socio -economic development in the area, especially income criteria. Phong Chau people mainly produce agriculture and forestry; to increase income, in addition to needing means of production, especially production land, Phong Chau people also need means of production (capital, tools, machinery, etc.).

However, solving the problem of increasing income for the people of Phong Chau commune, from expanding the cultivated area will be very difficult. The commune has a large natural area (2,577 ha) but mainly rocky mountains; the agricultural land area is only 367.11 ha. Meanwhile, the whole commune has 518 households, with about 2,065 people.

Not only is it difficult to expand the area of cultivated land for people to promote production development, but in Phong Chau commune, the land fund for housing is also very limited. The whole commune has 374.77 hectares of non-agricultural land, which has been basically arranged to build administrative headquarters, works serving the economy - society, people's livelihood and residential land. Therefore, many households in the commune are poor due to lack of land, housing, and many people living together in one household.

The family of Mr. Hoang Van Cau, born in 1958, Tay ethnic group, in Ban Viet is an example. The whole family has 9 members, living in the same household, currently on the list of poor households in Phong Chau commune. Similarly, the poor household of Nong Van De, born in 1987, Tay ethnic group, in Phia Bo - Co Bay village, has 6 members; the poor household of Nong Van Khon, born in 1964, in Tan Phong village, has 5 members;...

Not only in Phong Chau but also in Cao Bang province, many families are poor and near-poor households due to lack of residential and production land. According to Report No. 3624/BC-UBND dated December 28, 2023 of the People's Committee of Cao Bang province, the whole province has 6,369 poor households and 2,799 near-poor households without production and residential land.

“In addition, the whole province also has 21,357 poor households and 12,091 near-poor households without capital for production and business; 7,257 poor households and 3,007 near-poor households without tools/means of production,” Report No. 3624/BC-UBND of the Cao Bang Provincial People's Committee stated.

Difficult to disburse

In the period of 2021 - 2025, Cao Bang province will implement 10/10 component projects of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719). This is an important resource for the province to fundamentally solve the urgent problems of a part of ethnic minorities in the province; including the need for residential land and production land.

Support for residential land and production land is a policy content under Project 1 of the National Target Program 1719. To implement this content, on December 30, 2022, the People's Committee of Cao Bang province issued Decision No. 41/2022/QD-UBND stipulating the residential land quota, average agricultural land quota for poor ethnic minority households; poor Kinh households living in extremely disadvantaged communes and extremely disadvantaged villages in ethnic minority and mountainous areas for the period 2021 - 2025.

The People's Committee of Cao Bang province assigned the Provincial Ethnic Committee to preside over and coordinate with relevant departments and agencies to guide the People's Committees of districts and cities to organize the review, comparison and identification of poor ethnic minority households; poor Kinh households living in communes and villages with special difficulties in ethnic minority and mountainous areas that lack or do not have residential land or agricultural land; and are in need of support for residential land and agricultural land.

Localities in the province conduct a review of eligible subjects and those in need of support for residential land and agricultural land in the area, send it to the Provincial Ethnic Committee for synthesis, appraisal, and submission to the Provincial People's Committee for consideration and decision.

In Decision No. 41/2022/QD-UBND of the People's Committee of Cao Bang province, the average agricultural land area of a household is calculated according to the formula: Number of household members x 590m2 (590m2 is the average land area for rice cultivation of 01 person). In the condition that over 90% of the total natural area of the province is rocky mountains, rivers and streams; agricultural land accounts for only 1.4% of the natural land area, it is very difficult to arrange land funds to support production land for households in need.

According to Mr. Be Van Hung, Head of the Ethnic Minorities Committee of Cao Bang province, in the past, in the period of 2016 - 2020, to implement the policy of supporting residential land and production land for ethnic minorities according to Decision No. 2085/QD-TTg dated October 31, 2016, statistics from localities showed that the whole province still had more than 960 ethnic minority households in need of support for residential land and over 3,660 households in need of support for production land. However, the province could not implement it because it had not yet arranged land funds.

To remove difficulties and obstacles in implementing support for residential land and production land for ethnic minorities, and promote the disbursement progress of Project 1 under the National Target Program 1719, on October 11, 2024, the People's Committee of Cao Bang province issued Document No. 2722/TTr-UBND, submitting to the Provincial People's Council for consideration and promulgation of a Resolution regulating land policies for ethnic minorities in the province. The promulgation of this policy also aims to specify the new provisions of the 2024 Land Law.
